South Korea votes in tight race on economy and jobs

SEOUL (Reuters) - South Koreans vote for a new president on Wednesday against a backdrop of a hostile North Korea and a slowing economy, in a battle between the daughter of a former military ruler and a man her father jailed decades ago for political activism.

Conservative candidate Park Geun-hye had a narrow lead in polls published last week, the last allowed under election rules, and if she wins, she would be the first woman leader of the country which is still largely run by men in dark suits.

The 60-year-old daughter of Park Chung-hee has pledged dialogue with isolated, impoverished North Korea, whose rocket launch last week reinforced fears it is developing a long-range missile, while promising a tough position on its nuclear and missile programmes.

Her left-of-center challenger, Moon Jae-in, is a former human rights lawyer who has promised unconditional aid for North Korea and to reintroduce an engagement policy that ushered in closer ties between the Cold War rivals.

Those ties started unraveling with the shooting by North Korea of a tourist from the South in 2008, and deteriorated with the sinking of a South Korean warship in 2010, something the North denies, and the shelling of a South Korean island later that year.

More than 40 million people are eligible to vote.

The polls open at 6 a.m. (2100 GMT) and close at 6 p.m. (0900 GMT), when the three network television stations will announce the result of a jointly conducted exit poll.

Most analysts forecast a tight race between the two front-runners who were separated by as little as 0.5 percentage points in some polls, with Moon making late gains on Park.

While Park's bid to become president has stirred debate and divisions about her father's rule, and the prospect of a nuclear armed North Korea's hangs over the country, the main issues in the election has been the economy.

IT'S THE ECONOMY, NOT NORTH KOREA

While outwardly successful and home to some of the world's biggest companies such as Samsung Electronics Co Ltd and Hyundai Motor Co, South Korean society has become steadily more unequal.

The hundreds of thousands of graduates that its universities churn out each year complain they have trouble finding decent jobs and while South Korea is now the 29th richest country in the world in terms of gross domestic product per capita, income differentials have widened sharply.

Park has proposed more social welfare under what she terms a policy of "economic democratization" but has spelled out few specifics. Her party says it will not spend more money to boost the economy.

Park, who has never married nor had children, has advocated a broader welfare policy than when she ran five years ago, when she failed to win the conservative presidential nomination, and has proposed paying for it by cutting wasteful spending.

Moon, by contrast, has proposed an $18 billion jobs package, boosting maternity pay and taxing the super-rich. He has also pledged to repeal a controversial free trade agreement with the United States.

While North Korea was the main issue for just 4.7 percent of voters, according to a poll by broadcaster SBS taken last week, the 18-year rule of Park's father still divides Koreans and will be on the minds of many of those voting.

The elder Park took power in a 1961 coup and helped push South Korea from poverty to developed nation status but at the cost of repressing human rights and democracy.

His wife was shot by a North Korean-backed assassin who was gunning for him in 1974 and his then young daughter took on the role of South Korea's first lady until Park's own killing in 1979 by his security chief after a drunken night out.

Park has at times sought to appeal to the spirit that her father embodied and on Tuesday evoked his economic call to arms of "Let's Live well" in a bid to rally her party faithful.

But at other times she has stumbled over apologies to victims of her father's rule and sought to appeal to her mother's softer image.

Moon, jailed in 1975 when he was a student activist, has attacked Park for being at the "heart" of South Korea's dictatorship and "for living the life of a princess".

Moon's only political experience was as an aide to former President Roh Moo-hyun, who was his law partner and held office until 2008.

LAS VEGAS (AP) ? An American university student is the new Miss Universe, defeating dozens of contestants from six continents to bring the crown back to the U.S. after a drought of more than a decade.

Twenty-year-old Olivia Culpo won the title Wednesday night at the Planet Hollywood casino on the Las Vegas Strip, replacing outgoing champion Leila Lopes of Angola.

The Boston University sophomore's coronation ends a long losing spell for the U.S. in the competition co-owned by Donald Trump and NBC. An American had not won the Miss Universe title since Brook Lee won in 1997.

Culpo, who beat out 88 competitors, wore a tight navy blue mini-dress with a sequined bodice as she walked on stage for the event's opening number. Later in the night, she strutted in a purple and blue bikini, and donned a wintery red velvet gown with a plunging neckline.

No one was more surprised than Culpo's family when told them she was entering the Miss Rhode Island contest last year, her father Peter recalled.

"We didn't know a thing about pageants," he said.

She won that contest in a rented $20 dress with a hole in it and then began working out, dieting, and studying current events on flashcards to compete for the Miss USA crown.

Culpo was good enough during preliminary Miss Universe contests to be chosen as one of 16 semifinalists who moved on to compete in the main show. Her bid lasted through swimsuit, evening wear, and interview competitions that saw cuts after each round.

She won over the judges even after tripping slightly during the evening gown competition. Telecasters pointed it out but also noted her poised recovery.

Moments before she won, Culpo was asked whether she had she had ever done something she regretted.

"I'd like to start off by saying that every experience no matter what it is, good or bad, you'll learn from it. That's just life," she said. "But something I've done I've regretted is probably picking on my siblings growing up, because you appreciate them so much more as you grow older."

One of those siblings, 17-year-old Gus, was cheering from the front row with his sister's glittering Miss Rhode Island sash wrapped around his shoulders

Miss Philippines, Janine Tugonon, came in second, while Miss Venezuela, Irene Sofia Esser Quintero, placed third. All the contestants spent the past two weeks in Sin City, where they posed in hardhats at a hotel groundbreaking, took a painting lesson, and pranked hotel guests by hiding in their rooms.

After the show, Culpo appeared wearing a white gold crown atop her long brown hair and told a group of reporters she hoped to bring the country some good news in the wake of the deadly school shooting in Connecticut.

"It's such an honor to be representing the USA in an international beauty contest in spite of all the tragedy that's happened in this country lately," she said. "I really hope that this this will raise everybody's spirits a little."

The daughter of two professional musicians, Culpo grew up in Cranston and spent her summers at band camp. She has played the cello alongside world-renowned classical musician Yo-Yo Ma, and followed in her parents' footsteps with performances at Carnegie Hall in New York City.

Her father called her the "nerdiest" of her siblings, and her brother recalled that she was "really chubby and sort of weird when she was younger."

They speculated that the same single-mindedness that helped her master the cello in second grade propelled her rapid rise through the beauty pageant ranks.

With her promotion, Miss Maryland Nana Meriwether becomes the new Miss USA.

The Miss Universe pageant was back in Las Vegas this year after being held in Sao Paulo in 2011. It aired live on NBC and was streamed to more than 100 countries.

The panel of 10 judges included singer Cee Lo Green, "Iron Chef" star Masaharu Morimoto and Pablo Sandoval of the San Francisco Giants.

Asked on the red carpet whether he found playing in the World Series or judging the beauty pageant to be more difficult, Sandoval said both were hard.

As Miss Universe, Culpo will receive an undisclosed salary, a wardrobe fit for a queen, a limitless supply of beauty products, and a luxury apartment in New York City.

ADDIS ABABA, Ethiopia (AP) - Officials have failed to make progress in talks that would see South Sudan resume its oil exports through Sudan.

The presidents of the two African nations sealed deals in September for a demilitarized zone between their borders and other security agreements that would allow the oil exports to resume.

South Sudan exports its oil through Sudan's pipelines, but those exports have been halted since early 2012. Sudan gets a cut of the exports' revenue.

Tuesday's meeting in Ethiopia ended without agreement on implementing September's deals.

African Union mediator and former South African president Thabo Mbeki says the two sides would meet again on the issue in January.

The leaders of Sudan and South Sudan also are scheduled to meet during a January summit in Ethiopia.

Chris Hadfield: Canada?s last astronaut (for a while)

The last astronaut Fifty years after Canada launched its first satellite, Chris Hadfield will be the last Canadian venturing into space for a while.

Mr. Hadfield launched this morning in a Russian Soyuz rocket and will take over as commander of the International Space Station in March. But unlike the U.S. space shuttles, Soyuz rockets only take three astronauts at a time and they?re now one of the limited ways for a country to send people to space ? not leaving much room for Canadians.

In a recent interview with the Globe?s Paul Taylor, Mr. Hadfield reflected on Canada?s past successes in space and related technology.

?To think of how far we have come, as a country in space flight, to go from one little satellite, as a very early experimental thing, through to relay satellites where we could watch hockey from coast to coast ? then our arm going on the shuttle, then Marc Garneau going on the shuttle,? Mr. Hadfield said.

?It almost looks like it was all beautifully planned and laid out but it is really just been building on the success of the past, recognizing that in amongst everything else that is going on this is something that Canada ought to be involved in.?

Space research has given birth to many inventions, and satellite technology, for instance, is crucial for modern communication and security.

But the recent Emerson Report into Canada?s space and aerospace industry warns that tradition is in jeopardy ? particularly, it says, because the federal government doesn?t pay much attention to space.

?In a sector whose undertakings are innovation-dependent, long term, expensive, and complex, it is critical to have concrete goals, predictable funding, and orderly implementation,? the report says.

Canada spent 0.024 per cent of its GDP on the space sector in 2009, according to the report, a proportion that puts it behind Luxembourg, Finland, Israel and Belgium.

A recent ranking by a U.S. firm also warned that Canada is losing relative strength in the sector as other countries advance quickly.

Jobs and prosperity

In his abortive third term, Ontario Premier Dalton McGuinty developed a borderline fetish for appointing panels to study his province?s challenges. Now that he?s set to leave office, and those panels are reporting, his yet-to-be-chosen successor is getting all sorts of guidance about how to fill out his or her agenda with everything from energy-sector restructuring to social-service reform.

A report to be released on Wednesday morning represents some of the more anticipated expert advice. With the government having spent most of the past year focused on an austerity agenda, the Jobs and Prosperity Council ? chaired by RBC President and CEO Gordon Nixon ? was charged with helping find ways to best the grim economic-growth projections that are behind the province?s long-term fiscal challenges.

The report is expected to address potential remedies ranging from expanding Ontario?s export markets to improving skills training, not to mention the seemingly impenetrable challenge of getting the private sector to invest more in research and development. What remains to be seen is whether it will merely set relatively broad goals, or provide the sort of specific recommendations that could help fill the agenda of the government following Mr. McGuinty?s exit.

Arbitrator: Beauty queen defamed pageant, owes $5M

NEW YORK (AP) ? A beauty queen who claimed this year's Miss USA contest was fixed has been ordered to pay the pageant organization $5 million for defamation.

In a decision signed last week, an arbitrator found that the comments from Miss Pennsylvania USA Sheena Monnin were false, harmful and malicious. Monnin had alleged that the five finalists had been selected in advance of the pageant's live telecast.

The arbitrator, Theodore Katz, said Monnin had two motives: "She was a disgruntled contestant who failed to make it past the preliminary competition" and she objected to the pageant's decision to allow transgender contestants. He wrote that the way the contest is judged "precludes any reasonable possibility that the judging was rigged."

Monnin, of Cranberry, Pa., resigned her state title after the pageant. Her allegations on Facebook and NBC's "Today" show cost the pageant a $5 million fee from a potential 2013 sponsor, Katz said.

Monnin's lawyer, Richard Klineburger III, had no comment on the decision, his office said.

Katz said Monnin agreed to arbitrate any disputes when she became a Miss USA contestant, but he wrote in his decision that she and her lawyer didn't participate in the process and claimed they were not required to do so.

The winner of the Miss USA pageant, Rhode Island's Olivia Culpo, competes Wednesday in the Miss Universe pageant.

While those rights are protected by law in the United States, in the Third World it is estimated that 90 percent of children with disabilities do not attend school. Millions are excluded from work. The treaty has been approved by 126 countries.

The same far-right hobgoblins that cost the GOP the presidential election were behind the Republican vote. Anti-abortion extremist Rick Santorum, a failed presidential primary candidate, claimed it would interfere with parental rights. Further, the treaty?s guarantee of equal access to health care was seized on as promoting abortion. Other senators, mistrusting anything involving the U.N., said the treaty was an infringement of U.S. sovereignty. Others thought it would interfere with home schooling.

The charges are all figments of Republicans? right-wing paranoia.

The saddest part of the Republicans? opposition was their turning their backs on Robert Dole, who came to the Senate floor in his wheelchair to appeal for the treaty?s passage. Dole, 89, was once the Republican Senate majority leader and was the Republicans? 1996 presidential candidate.

After Dole left the Senate floor, the treaty vote was 61-38 in favor. But, 66 votes were needed for passage. Both Connecticut?s senators voted for the treaty, as did eight Republicans. Three of the eight will not be returning to the Senate next year.

The vote was the latest demonstration of the Republicans? further shift to the right since Dole was majority leader ? a shift that has been accompanied by a loss of compassion for those most in need.
