How the U.S. can find and train more great teachers

It's no secret that struggling students need first-rate educators to propel them toward success. But what makes a teacher excel?

Consider Laura. When she entered the third grade, she couldn't understand the stories all her friends enjoyed. She was even too embarrassed to read aloud. Why? She could only read at a first grade level.

Laura's hardly alone ? but that's small comfort. A recent study from the Annie E. Casey Foundation found that one in six children who are not reading proficiently by the third grade do not graduate from high school on time. In other words, Laura's abilities in third grade may very well determine her future.

By the time Laura finished third grade, however, she loved to read and was prepared for the fourth grade. How did she catch up? She had a highly effective teacher.

There are no silver bullets in the education reform movement, but one area we cannot afford to overlook is expanding the pool of talented teachers. Popular reform efforts tend to focus on supporting current teachers and improving the standards they teach. But to maximize Laura's chances, and those of our country, we need to start even earlier.

Our lack of teacher accountability is akin to a drug company producing medicines without measuring if the pills actually cure disease.

Research shows that the number one school-based factor in improving student achievement is a great teacher. Of course, other factors are important as well: High standards, strong school and district leadership, and parent and community involvement, to name a few. But great teaching is the lever that most dramatically changes the trajectory of a child's future.

To foster great teaching, first we need to know what makes a great teacher. And the good news is, we're making headway in better understanding teacher effectiveness. Many states are implementing new systems to evaluate teachers, designed to give them feedback on how they are doing and a clear picture of what they can improve on. ?These evaluation methods replace antiquated approaches in which teachers received feedback only once every few years ? feedback that had little connection to what students were learning or to the day-to-day operations of a classroom.

But evaluations alone are of little use without providing the support for a teacher to improve. Thus, many of these new evaluation systems are being connected with professional learning to help teachers continuously improve, as is done in many other industries. Weaknesses identified through these new evaluations are addressed with ongoing, collaborative support, as teachers work in teams to improve their instruction.

Many school districts have also begun to reward teachers for effective teaching, paying them more if they are able to substantially improve student performance. Laura's teacher, for instance, might see a bonus at the end of the year for the kind of dramatic achievement she brought forth in her students. This replaces the traditional and still-common system in which all teachers with similar education and years of service are paid the same, regardless of how effective they are at actually teaching. The concept of performance-based pay is not new, only new to teaching.

Identifying and rewarding great teaching is critical, but the reform movement is failing to tackle a third important area ? focusing on the start of the teacher pipeline and growing the pool of better-prepared teachers before they enter the classroom. U.S. Secretary of Education Arne Duncan said last year that "unfortunately, we all know that the quality of teacher preparation programs is very uneven in the U.S. In fact, a staggering 62 percent of all new teachers ? almost two-thirds ? report they felt unprepared for the realities of their classroom." Let's better prepare our teachers before they enter the classroom by raising the quality of programs that train teachers to teach.

Here are three ways.

We must first enhance accountability in teacher preparation programs by tracking the success and effectiveness of candidates once they begin teaching. Most programs have no idea how their products, the teachers, actually fare in educating students over the ensuing years. This would be like a drug company producing medicines without measuring if the pills actually cure disease.

Second, we must align the curricula of teacher prep programs with the most current, innovative, and proven policies, so that teachers are prepared to teach effectively from the moment they first step into the classroom. There will always be on-the-job training, but our teachers should not have to start over from square one weeks after they themselves graduate.?

Preparation should include the use of new teacher evaluation systems which highlight what effective teaching looks like, training on the use of data to improve classroom instruction, and robust preparation to teach the new Common Core State Standards, the state-led higher academic standards being implemented today in 45 states and the District of Columbia.

Third, it's time to fully open the door to alternative teacher training programs, like Teach for America, that are able to recruit, train, and inspire effective teachers in a short period of time. More collaboration between alternative programs and traditional programs would allow for the sharing and replication of best practices across all teacher training programs.

Yes, all this takes time, and won't be easy. But the time is ripe for systemic change to identify, prepare, support, and reward great teachers. Research suggests the results will be dramatic for kids. All must participate in this work ? teachers and principals, backed up with a lot of backbone from policymakers. But remember: Catching up students like Laura and better preparing millions of other students for college and a career is worth the work.

Sony To Cut 10,000 More Jobs

Tokyo - Sony is planning to reduce its workforce by 6 percent, or about 10,000 jobs, as new CEO Kazuo Hirai takes action in the wake of the company's fourth straight projected loss, according to a Nikkei news report.

About 5,000 of the job cuts are expected to come from a reorganization of operations producing chemicals and small- and medium-sized panels, according to the report.

Hirai had previously stated that "painful" steps would be necessary to turn the company around.

Hirai is scheduled to hold a press conference on the management plan, April 12.

Valued at $200 billion as recently as September 2000, Sony is now estimated to be worth just $20 billion, compared with $591 billion for Apple and $170 billion of Samsung, according to Bloomberg.

In February, Sony predicted a loss of $2.7 billion for the fiscal year ending March 31. A fourth consecutive annual loss would be a first for the company since it listed in 1958.

Hirai, who has put himself in direct charge of the company's flagging TV business, divested much of its holdings in an LCD panel plant co-owned by Samsung as a cost-saving measure.

Lately it?s been quite rainy where I live. In southern California terms a lot of rain means once or twice a month at most, so whenever the skies here turn grey I rejoice. These are the days when our family hunkers down by the fireplace to play board games, read piles of books and, of course, make s?mores. Hubby and I have done this with Kenya and Chloe a few times in the past couple of months alone and now, whenever the kids see so much as a drop of water falling from the sky they?re pulling out the now not-so-hidden bag of marshmallows from the pantry. I always keep the other ingredients ? graham crackers and Nutella (by the way, if you?ve never tried this chocolate hazelnut spread to make s?mores in place of a bar of chocolate, the time to start is now) ? close by.

So there we were last month, sitting by the fire, gently toasting our marshmallows when Chloe said, ?I wish I had a chocolate graham cracker?. You can?t feel too bad for a 3 year-old fantasizing about a chocolate graham cracker while she?s got a mouth full of s?mores, but her idea really got me thinking. The next day I went straight to the kitchen and came up with Chloe?s dream cookie. It?s mainly a graham cracker but packs a bang of chocolate in each bite making them unbelievably delicious and the ultimate kid treat!

Chocolate Graham Crackers (Makes 168 1-inch Crackers)

1 Cup Whole Wheat Flour
1 Cup All Purpose Flour
1/2 Cup Unsweetened Cocoa Powder
1/2 Cup Dark Brown Sugar, packed
1/2 Tsp Salt
1 Tsp Cinnamon
1 Tsp Baking Soda
1/2 Cup Butter, chilled & cubed
1/4 Cup Honey
1/4 Cup Water

1. Preheat oven to 350?F.
2. In a food processor or mixer combine the first 7 ingredients.
3. Add butter to the mix and pulse/mix until it resembles coarse meal.
4. Add honey and water and continue to mix until it all combines.
5. Remove and shape the dough into a flat disk and place between two pieces of parchment paper.
6. Roll dough out until it is 1/4 inch thick. Cut into crackers or shapes with cookie cutters.*
7. Place cookies on a Silpat or parchment-lined baking sheet and bake for 15 minutes.
8. Cool and serve.

* To Freeze: After step 6, place cut-out cookie shapes on a baking sheet and freeze for 20 minutes. Remove, place in a Ziploc bag, label and freeze for up to 4 months. When ready to bake, follow steps 7-8, adding an additional 1-2 minutes baking time.

Ozzie Guillen to address pro-Castro remarks Tuesday

Miami Marlins manager Ozzie Guillen expressed his love for the former Cuban dictator in an interview with TIME magazine, upsetting the Cuban-American and expatriate community in South Florida.

Five games into his tenure with the Marlins, motor mouth manager Ozzie?Guillen is returning to Miami to explain himself as a backlash builds regarding favorable comments he made about Fidel Castro.

At least two local officials said Guillen should lose his job, and the chairman of the Florida Hispanic Legislative Caucus called Monday for "punitive measures" against him.

Hoping to quell the political tumult, Guillen planned to leave his team briefly in Philadelphia and fly to Miami to apologize Tuesday at Marlins Park. The Marlins and Phillies resume their series Wednesday after a day off Tuesday.

Guillen, a Venezuelan, told Time magazine he loves Castro and respects the Cuban dictator for staying in power so long.

Before Monday's game, Guillen said he has had sleepless nights because of his comments and wants to make amends.

"I'm going to make everything clear what's going on," he said. "People can see me and talk. I've already talked to people. But I think it's the proper thing to see my eyes. They can see me and ask whatever question they want. I think sooner is better. Better for the ballclub, better for me."

He apologized over the weekend after the story broke, but some Cuban Americans remained upset. One group planned a demonstration Tuesday at the ballpark that was organized before Guillen said he would fly to Miami.

Guillen's talkative style often makes headlines, but the timing of his comments about Castro couldn't be worse for the Marlins. They opened a new ballpark last week in the Little Havana neighborhood of Miami and are trying to rebuild their fan base with the help of South Florida's large Cuban American population.

Francis Suarez, chairman of the Miami city commission, said Guillen should be fired.

"Mr. Guillen's admiration for a dictator who has destroyed the lives of so many and who has violated the basic human rights of millions is shameful," Suarez said in a statement. "On behalf of many angry residents, I'm calling for real action to be taken and for the removal of Mr. Guillen."

Joe Martinez, chairman of the Miami-Dade County board of commissioners, issued a statement calling for Guillen to resign.

"This unfortunate comment is an insult to the citizens of Miami-Dade who have been victims of a tyrant in power for over 50 years," Martinez said.

State Sen. Rene Garcia, chairman of the Florida Hispanic Legislative Caucus, described Guillen's comments as appalling and insulting. In a letter to Marlins president David Samson, Garcia said he expects the Marlins to punish Guillen.

"If the Miami Marlins are to be respected in this community, your organization must stand with the Cuban-American exiled community and execute expedient punitive measures against Mr. Guillen which will rectify the situation," Garcia wrote.

Samson and the Marlins organization had no comment Monday. The team released a statement last weekend saying there was nothing to respect about Castro, but Miami-Dade Mayor Carlos Gimenez said the statement didn't go far enough.

"For too long, the Marlins organization has been the source of controversies in our community," Gimenez said, "and I now challenge them to take decisive steps to bring this community back together."

Guillen said his news conference would be open to "anybody that wants to be there."

"I know I hurt a lot of people," Guillen said. "I want to get the thing over with."

It's not the first time Guillen has stirred a political tempest. He twice appeared on a radio show hosted by Venezuelan President Hugo Chavez in October 2005, when Guillen led the Chicago White Sox to the World Series title. At the time, Guillen said: "Not too many people like the president. I do."

Chavez is unpopular with many Venezuelans, especially those living in the United States. Guillen became a U.S. citizen in 2006 and has been more critical of Chavez in recent years.

A survey done on the loss in the Northern Hemisphere of large predators, particularly wolves, concludes that current populations of moose, deer, and other large herbivores far exceed their historic levels and are contributing to disrupted ecosystems.

The research, published today by scientists from Oregon State University, examined 42 studies done over the past 50 years.

It found that the loss of major predators in forest ecosystems has allowed game animal populations to greatly increase, crippling the growth of young trees and reducing biodiversity. This also contributes to deforestation and results in less carbon sequestration, a potential concern with climate change.

"These issues do not just affect the United States and a few national parks," said William Ripple, an OSU professor of forestry and lead author of the study. "The data from Canada, Alaska, the Yukon, Northern Europe and Asia are all showing similar results. There's consistent evidence that large predators help keep populations of large herbivores in check, with positive effects on ecosystem health."

Densities of large mammalian herbivores were six times greater in areas without wolves, compared to those in which wolves were present, the researchers concluded. They also found that combinations of predators, such as wolves and bears, can create an important synergy for moderating the size of large herbivore populations.

"Wolves can provide food that bears scavenge, helping to maintain a healthy bear population," said Robert Beschta, a professor emeritus at OSU and co-author of the study. "The bears then often prey on young moose, deer or elk ? in Yellowstone more young elk calves are killed by bears than by wolves, coyotes and cougars combined."

In Europe, the coexistence of wolves with lynx also resulted in lower deer densities than when wolves existed alone.

In recent years, OSU researchers have helped lead efforts to understand how major predators help to reduce herbivore population levels, improve ecosystem function and even change how herbivores behave when they feel threatened by predation ? an important aspect they call the "ecology of fear."

"In systems where large predators remain, they appear to have a major role in sustaining the diversity and productivity of native plant communities, thus maintaining healthy ecosystems," said Beschta. "When the role of major predators is more fully appreciated, it may allow managers to reconsider some of their assumptions about the management of wildlife."

In Idaho and Montana, hundreds of wolves are now being killed in an attempt to reduce ranching conflicts and increase game herd levels.

The new analysis makes clear that the potential beneficial ecosystem effects of large predators is far more pervasive, over much larger areas, than has often been appreciated.

It points out how large predators can help maintain native plant communities by keeping large herbivore densities in check, allow small trees to survive and grow, reduce stream bank erosion, and contribute to the health of forests, streams, fisheries and other wildlife.

It also concludes that human hunting, due to its limited duration and impact, is not effective in preventing hyper-abundant densities of large herbivores. This is partly "because hunting by humans is often not functionally equivalent to predation by large, wide-ranging carnivores such as wolves," the researchers wrote in their report.

"More studies are necessary to understand how many wolves are needed in managed ecosystems," Ripple said. "It is likely that wolves need to be maintained at sufficient densities before we see their resulting effects on ecosystems."

The research was published online today in the European Journal of Wildlife Research, a professional journal.

"The preservation or recovery of large predators may represent an important conservation need for helping to maintain the resiliency of northern forest ecosystems," the researchers concluded, "especially in the face of a rapidly changing climate."

Anthony has 43, Knicks top Bulls in Rose's return

NEW YORK (AP) ? Carmelo Anthony called it a statement game, and the message should be clear for the Chicago Bulls.

If they do meet in the playoffs, the Bulls better finish off Anthony and the Knicks when they have the chance.

Anthony scored 43 points, his most since coming to New York last February, and made the go-ahead 3-pointer with 8.2 seconds left in overtime as the Knicks spoiled the return to the lineup for a rusty Derrick Rose and beat the Bulls 100-99 on Sunday.

Anthony tied it with a 3 late in regulation and scored the final five points of overtime in his signature performance since coming to New York last February. He only had the chance to pull it out because the Bulls missed four straight free throws in the final 34 seconds of regulation.

"This was a playoff game. We have a chance, we might play these guys in the playoffs if we keep doing what we're doing and get that seed, so this was a big statement game for us and we willed this one tonight," Anthony said.

It had the look and sound of a playoff game in the tense final minutes at a frenzied Madison Square Garden. The loudest roars went to Anthony, who screamed "This is my house!" after the second 3-pointer in a place where he heard boos just last month.

He said Sunday's big basket was one of the best of his career.

"This was one of the top," he said. "Overtime, Easter Sunday, everybody's watching, everybody's in the Garden, so this ranks as one of the top."

The Bulls trailed by 21 in the first quarter, fought back to lead by 10 in the fourth, then lost for the third time in four games despite having their starting five together for only the 11th time this season. Their NBA-best record fell to 43-14.

Rose scored 29 points after missing the previous 12 games with a strained right groin, but he shot only 8 of 26 from the field and missed a pair of free throws with 19 seconds left in regulation and the Bulls ahead by three.

"It's tough. It was definitely tough," Rose said. "When you lose a game, especially for us, it's tough. It's going to hurt us no matter who we lose to, but that team played great, man. They were knocking down shots. Didn't give up when we went up that big lead. They kept fighting."

The Knicks increased their lead over Milwaukee to one game for the eighth and final playoff spot in the Eastern Conference. They travel to Chicago on Tuesday, visit Milwaukee on Wednesday, and close a difficult week by hosting Miami next Sunday.

"I was proud of my teammates the way we stuck in there," center Tyson Chandler said. "That's a great team that we faced today. We knew they would battle back. You know, a lot of ups and downs in the game, but the one thing we did was keep our composure, kept believing in each other and we were able to will through to win."

Iman Shumpert scored 15 points and JR Smith had 14 despite 6-of-22 shooting for the Knicks, still without the injured Amare Stoudemire and Jeremy Lin but with a sensational effort from Anthony, who made 16 of 31 shots. Chandler grabbed 16 rebounds.

Carlos Boozer had 13 points and 16 boards for the Bulls, who fell to 9-2 with their regular starting five. Rose committed eight of Chicago's 20 turnovers.

Rose had only seven points on 1-of-6 shooting in the first half, then scored 14 in the third quarter. After trailing the entire game, Chicago finally took its first lead in the final minute of the period, later going ahead 89-80 on Rose's four-point play with 5:04 remaining in the fourth.

The Knicks were down 10 before Smith made a 3-pointer ? his fourth basket in 21 attempts ? and Anthony scored four in a row to make it 91-88. Luol Deng missed two free throws with 34 seconds left, and after Steve Novak's potential tying 3-point attempt went all around the rim before coming out, Rose missed a pair from the line with 19 seconds to go.

Anthony rushed up the floor and pulled up for a long 3 that tied it at 91 with 11 seconds remaining, and it went to overtime when Rose missed everything on a jumper.

Chicago took a pair of four-point leads on baskets by Rose, but was shut out after his jumper with 2:51 remaining. Anthony gave the Knicks a 100-99 lead with 8.2 seconds remaining and the Bulls had trouble getting into their offense on the final possession, with Rose forced to shoot and miss a tough runner as time expired.

Chicago hadn't had its regular five of Rose, Richard Hamilton, Boozer, Deng and Joakim Noah together since March 5 against Indiana. Hamilton left that game in the opening minutes with an injured right shoulder and only recently returned with his minutes closely monitored, and Rose was hurt a week later in a victory over the Knicks.

Their lack of cohesion was obvious early. Chicago missed 11 of its first 12 shots and perhaps let the struggles affect its usual rock-solid defense. The Knicks started 12 of 16 from the floor, building a 27-6 lead when Shumpert converted a three-point play with 3:30 remaining in the period.

"We should be able to overcome all of that stuff," Bulls coach Tom Thibodeau said. "You just have to do the right things. We do the right things, you're not going to have those problems. You're not going to have those turnovers. Simple plays: Protect the ball, keep the ball moving, quick decisions, hit the first open man, sustain your spacing, protect the ball, tuck it on the catch, fight for your space, get your space. Simple."

The Bulls trailed 53-45 at even though Rose and Hamilton shot 2 of 11 and All-Star Deng was 3 of 10 while Anthony repeatedly beat him on his way to 22 points.

NOTES: Lin said before the game he was feeling good after surgery on his left knee Monday but didn't think he could return in time for the first round of the playoffs. ... The Knicks hired former Knicks forward Larry Johnson as a basketball and business operations representative on Sunday. Johnson, who played with the Knicks from 1996-01 and converted a memorable four-point play in the 1999 Eastern Conference finals against Indiana, will focus on player development and be involved in numerous business initiatives. ... Jared Jeffries returned for the Knicks after missing eight games with a sore right knee.
