(AP) ? Vice President Joe Biden is making an unannounced stop in Cleveland.

Biden voted Tuesday morning in his home state of Delaware and then boarded a plane for Chicago, where he's joining President Barack Obama to await the election returns.

An hour after takeoff, the small group of reporters traveling with the vice president alerted the rest of the news media that Biden had landed in the Ohio city just before noon.

The stop was described as long-scheduled but unannounced.

Republican candidates Mitt Romney and Paul Ryan also had scheduled Election Day stops in Cleveland at about the same time.

Ohio has become a central battleground in the presidential race.

Legalized marijuana, same-sex marriage make gains in ballot initiatives

Some 176 ballot measures in 38 states included historic wins for gay marriage and legalized marijuana, as well as votes in four red states to rein in 'Obamacare.'

Among them: Same-sex marriage, legalizing recreational marijuana, physician-assisted suicide, the death penalty, abortion, and genetically modified food.

According to vote projections, measures allowing adults to use marijuana were approved in Colorado and Washington State but defeated in Oregon. In Massachusetts, voters overwhelmingly approved legalization of marijuana for medical purposes, joining 17 other states that already have done so.

State-level approval of marijuana for any purpose ? medically or recreationally ? is sure to set up a legal dispute with federal authorities, since federal law recognizes no legal use for the drug. Federal agents have cracked down on medical marijuana growers and sellers in California and other states.

?The voters have spoken and we have to respect their will,? Colorado Gov. John Hickenlooper (D) said in a statement. ?This will?be a complicated process, but we intend to follow through. That said,?federal law still says marijuana is an illegal drug, so don?t break out?the Cheetos or Goldfish too quickly.?

Alabama and Montana voted against allowing the use of marijuana for medical purposes.

On another controversial issue, voters in Maine and Maryland approved same-sex marriage, and judging by exit polls, Washington State was expected to do so as well. It was the first time voters had approved gay marriage, which has been defeated in 31 states over the years.

?This is a landmark election for marriage equality and we will forever look back at this year as a critical turning point in the movement for full citizenship for LGBT people,? Human Rights Campaign President Chad Griffin said in a statement, referring to the lesbian, gay, bisexual, and transgender community. ?This is a milestone night for the simple truth that when Americans are presented with the real lives of their friends and neighbors, they have no choice but to vote for their equality.?It is the momentum reflected in poll after poll that shows a growing majority for marriage equality across the country.?

Banking & Finance: North Bay banks report largely stronger earnings

Banks across the North Bay are reporting earnings, including:

Exchange Bank announced a net after tax profit for the third quarter of $3.2 million, 7 percent higher than during the same period last year.

Total assets increased $82 million ?5 percent ? over the 12 months ended Sept. 30. Strong core deposit growth lead to the accumulation of those assets, according to Exchange Bank, and total assets now exceed $1.63 billion.

The net value of loans was lower compared to the same period in 2011 ? $1.01 billion, versus $1.04 billion. Investment securities have increased, with $388.8 million compared to $310.7 million last year.

The bank?s provision for loan losses was $2.1 million as of Sept. 30, down from $3 million at the same point in 2011. That decline was possible due to continued improvements to asset quality, with a 35 percent reduction in nonperforming assets over the past 12 months.

Bank of Marin Bancorp (Nasdaq: BMRC), the parent company of Bank of Marin, reported net income fell nearly 24 percent in the third quarter but was up nearly 8 percent in the first nine months of this year.

For the third quarter ended Sept. 30, net income totaled $3.2 million, a 23.8 percent decrease from the same three months in 2011. The bancorp attributed that decrease largely to a heightened quarterly loss provision of $2.1 million primarily due to a $4.2 million commercial real estate loan. It is currently in the process of foreclosure, according to the bank.

For the nine-month period, earnings increased 7.7 percent to $13.1 million from $12.2 million earned during the same nine months in 2011.

Despite the increased provision for the quarter, the bank?s total loss provision for the nine-month period was less than half the $4.6 million allocated in the first nine months of 2011. The bank had allocated $100,000 in the prior quarter. Bank of Marin?s total risk-based capital ratio was 14 percent as of Sept. 30, up from 13.3 percent at the same point in 2011.

Net assets at Summit State Bank grew 11 percent over the first nine months of the year to $429.72 million and loans increased 5 percent over the same period, to $283.3 million, the bank reported.

Revenue from a one-time legal settlement helped boost net income for Summit State Bank (NASDAQ: SSBI) for the quarter ended Sept. 30, .

The bank reported net after-tax income of $977,000 for the quarter, 139 percent higher than during the same period in 2011 and equal to 19 cents per diluted share.

Nonperforming assets declined to 3 percent of total assets as of Sept. 30, compared to 4.2 percent in the prior quarter.

Sterling Financial Corporation (NASDAQ: STSA), parent company of Sonoma Bank and Sterling Bank, reported net income of $30.6 million for the third quarter of 2012. Those earnings represented a 170.9 percent increase versus the same quarter in 2011, driven by asset growth, increased profits from mortgage services and the sale of certain investment securities.

Net assets rose 3.1 percent over the twelve month period, reaching $9.47 billion as of Sept. 30. Gross loans rose 9 percent, to $6.14 billion. Loan originations for the quarter rose 9 percent compared to the same point last year, at $457.1 million.

Westamerica Bancorporation (Nasdaq: WABC), the parent of Westamerica Bank, reported third-quarter net income decreased 10.7 percent from a year before, a decline attributed to a low interest-rate environment.

Net income was $20 million in the third quarter, ended Sept. 30. ?Quarterly net interest income on a tax-equivalent basis was $48.7 million, declining 11 percent over 12 months.

Credit quality improved during the quarter. Current?nonperforming assets were?$71 million, representing a 33.7 percent decline in value from a year before. Those loans represent 1.45 percent of the bank?s net assets, currently valued at $4.89 billion.

As of Sept. 30, Westamerica had $2.2 billion in loans outstanding and a risk-weighted capital ratio of 16.2 percent.

AltaPacific Bancorp (OTCBB: ABNK), the parent company of AltaPacific Bank, reported net income increased 36 percent in the third quarter and nearly tripled in the first nine months after its merger with Southern California?s Stellar Business Bank. Third-quarter earnings were $344,000 as of Sept. 30, a 14.7 percent increase from those of the second quarter and up 36.5 percent from a year before.

Net income for the first nine months of the year was $1.2 million, up 380 percent from a year prior. Net assets totaled $222.1 million as of Sept. 30, up 4.4 percent from the second quarter and 92.6 percent from 12 months before. Deposits grew 120.6 percent over the year to $168.6 million.

Gross loans totaled $98.5 million, a 13.9 percent decrease over the prior quarter but up 64.5 percent versus Dec. 31 of last year. Deposits totaled $168.6 million, 7.9 percent greater than in the prior quarter.

American River Bankshares (NASDAQ-GS: AMRB), owner of American River Bank, reported net income of $780,000 for the quarter ended Sept. 30. Quarterly earnings fell 28.2 percent compared to the same quarter in 2011, driven largely by a high rate of loan payoffs versus originations.

Meanwhile, earnings for the first nine months of the year have risen compared to 2011, with net income of $2.3 million representing a 39 percent increase. Nonperforming assets have declined from 4.27 percent of assets to 3.5 percent over the prior twelve months. The bank has net assets of $584.6 million, a half-percent increase from the prior year. Net loans decreased 8.7 percent to $270.2 million, driven largely by the reduction to nonperforming assets.

American River Bank has refocused its efforts on business lending recently, a move that involved bringing its Sonoma County subsidiary, North Coast Bank, under the American River brand. The company has also unveiled a number of programs designed to help advise business customers.

Sharing Financial and Legal Information with Your Family in Ohio ...

Every family has its own approach when it comes to talking about financial and legal information. ?Ohio will and trust lawyers see everything from very open and transparent situations to those where discussions of money are considered taboo.? In reality, families which are at the estate planning phase should be having at least some superficial conversations about these topics, as there is significant information which needs to be shared just to make the estate plan work smoothly.

Spouses

In many families, it is not unusual for one spouse to have a significant influence over financial and legal affairs.? This may be the person who does all or the majority of the planning with the Northeast Ohio estate planning attorney.? Yet, just because one spouse is more knowledgeable about family finances doesn?t mean the other spouse shouldn?t be involved in the process at all.

At a minimum, the other spouse needs to know where and how to access important documents which have been created with the estate planning attorney.? The living will, medical directives, deeds, wills and trusts, and financial and insurance papers should all be accessible with short notice by either spouse.? You want to be sure he or she is willing and able to carry out the tasks properly when the time comes.

Again, this person will need access to your important financial documents, whether they are held in a special binder at home, at the bank, or you have them accessed through your estate planning attorney?s office.? The amount of information you disclose about what is in the financial documents is up to you, but it might be a good idea to at least give the executor a heads up about what to expect.

Powers of Attorney, Medical Directives, Etc.

Just as it is important to talk to your future executor about your plans, you also want to have some important discussions with those you choose to have power of attorney over your affairs should you become incapacitated.? These individuals will be in charge of your finances, but more importantly, they can be in charge of your health and well-being.

You?ll want to ensure these people are not only willing to take on the responsibility, but you have thoroughly discussed your wishes with them.? Your medical directives and/or living will is a great place to lay out many of your concerns and desires, but actually talking to your personal representative will give him or her a better understanding of what you want and why.? This can make decisions easier on their part when a certain treatment, procedure, or other choice falls into a ?gray area? which you didn?t specifically discuss.

Electron microscopes with a twist: Vortex beams, rotating like a tornado, offer new possibilities for electron microscopy

ScienceDaily (Nov. 5, 2012) ? Vortex beams, rotating like a tornado, offer completely new possibilities for electron microscopy. A method of producing extremely intense vortex beams has been discovered at the Vienna University of Technology (TU Vienna).

Nowadays, electron microscopes are an essential tool, especially in the field of materials science. At TU Vienna, electron beams are being created that possess an inner rotation, similarly to a tornado. These "vortex beams" cannot only be used to display objects, but to investigate material-specific properties -- with precision on a nanometer scale. A new breakthrough in research now allows scientists to produce much more intense vortex beams than ever before.

Quantum Tornado: the Electron as a Wave

In a tornado, the individual air particles do not necessarily rotate on their own axis, but the air suction overall creates a powerful rotation. The rotating electron beams that have been generated at TU Vienna behave in a very similar manner. In order to understand them, we should not think of electrons simply as minuscule points or pellets, as in that case they could at most rotate on their own axis. Vortex beams, on the other hand, can only be explained in terms of quantum physics: the electrons behave like a wave, and this quantum wave can rotate like a tornado or a water current behind a ship's propeller.

"After the vortex beam gains angular momentum, it can also transfer this angular momentum to the object that it encounters," explained Prof. Peter Schattschneider from the Institute of Solid State Physics at TU Vienna. The angular momentum of the electrons in a solid object is closely linked to its magnetic properties. For materials science it is therefore a huge advantage to be able to make statements regarding angular momentum conditions based on these new electron beams.

Beams Rotate -- With Masks and Screens

Peter Schattschneider and Michael St?ger-Pollach (USTEM, TU Vienna) have been working together with a research group from Antwerp on creating the most intense, clean and controllable vortex beams possible in a transmission electron microscope. The first successes were achieved two years ago: at the time, the electron beam was shot through a minuscule grid mask, whereby it split into three partial beams: one turning right, one turning left and one beam that did not rotate.

Now, a new, much more powerful method has been developed: researchers use a screen, half of which is covered by a layer of silicon nitride. This layer is so thin that the electrons can penetrate it with hardly any absorption, however they can be suitably phase-shifted. "After focusing using a specially adapted astigmatic lens, an individual vortex beam is obtained," explained Michael St?ger-Pollach.

This beam is more intense by one order of magnitude than the vortex beams that we have been able to create to date. "Firstly, we do not split the beam into three parts, as is the case with a grid mask, but rather, the entire electron stream is set into rotation. Secondly, the grid mask had the disadvantage of blocking half of the electrons -- the new special screen does not do this," said St?ger-Pollach.

Thanks to the new technology, right and left-rotating beams can now be distinguished in a reliable manner -- previously this was only possible with difficulty. If we now add a predetermined angular momentum to each right and left-rotating beam, the rotation of one beam is increased, while the rotation of the other beam decreases.

Electron microscopes with a twist

This new technology was briefly presented by the research team in the "Physical Review Letters" journal. In future, the aim is to apply the method in materials science. Magnetic properties are often the focus of attention, particularly in the case of newly developed designer materials. "A transmission electron microscope with vortex beams would allow us to investigate these properties with nanometric precision," explained Peter Schattschneider.

More exotic applications of vortex beams are also conceivable: in principle, it is possible to set all kinds of objects in rotation -- even individual molecules -- using these beams, which possess angular momentum. Vortex beams could therefore also open new doors in nanotechnology.

Laos approves Mekong 'mega' dam

Laos has given the go-ahead to build a massive dam on the lower Mekong river, despite opposition from neighbouring countries and environmentalists.

A formal ceremony marking the start of full construction at Xayaburi would be held on Wednesday, the government said.

Countries downstream from the $3.5bn (?2.2bn) dam fear it will affect fish stocks and the livelihoods of millions.

The announcement came as leaders from Asia and Europe began a two-day meeting in the Laos capital, Vientiane.

Landlocked Laos is one of South-east Asia's poorest countries and its strategy for development is based on generating electricity from its rivers and selling the power to its neighbours, says the BBC's Jonah Fisher in Bangkok.

Xayaburi is being built by a Thai company with Thai money - and almost all of the electricity has been pre-sold to Thailand, our correspondent says.

Countries such as Cambodia and Vietnam point to a report that said more research needed to be done on the dam's environmental impact.

The Xayaburi dam will be the first such project on the lower reaches of the Mekong. Deputy energy minister Viraphonh Virawong said he hoped it would be the first of many.
