LONDON ? A debt-stricken district of London is to sell a sculpture gifted to the local area by celebrated artist Henry Moore, prompting fierce criticism and raising questions over the future of other publicly owned artworks amid austerity cuts.

The mayor of Tower Hamlets ? one of the poorest areas of Britain ? decided late Wednesday to sell the 8-foot Henry Moore bronze statue "Draped Seated Woman" as the borough council tries to cut a deficit of $144 million.

It is thought the sale of the sculpture could raise up to $32 million for the council. Independent mayor Lutfur Rahman over-ruled the concerns of a committee of politicians to order the artwork be auctioned to the highest bidder.


Ian Leith, founder and deputy chairman of the Public Monuments and Sculpture Association,?told the U.K.?s Guardian that the high-profile decision means other towns and cities might now be tempted to see artworks simply as financial assets.

"We fear that this is the beginning of local authorities wanting to realize the assets they have in their public sculptures," he told the newspaper. "But the danger is that we won't find out about these sales: There is no national audit of public art in England and no at-risk list.?

In the United States, at least four cities have declared bankruptcy as they struggle to make budget cuts.

Among those criticizing the London decision was Danny Boyle, the "Slumdog Millionaire" film director and choreographer of the London 2012 Olympic opening ceremony, who is also a resident in the east London borough.

Boyle told the Daily Telegraph: "The Moore sculpture defies all prejudice in people's minds about one of London's poorest boroughs. That alone makes it priceless to every resident."

Moore, who died in 1986, sold his sculpture to the council in 1962 at a knock-down price on the understanding it would be displayed in the local area, which was notorious for its social deprivation and which had also been heavily bombed during the Second World War.?It sat in a public housing project in Stepney Green until 1997 when the project was demolished and it was loaned to a sculpture park in Yorkshire.

'Not insurable'
Heather Bonfield, the council?s interim head of culture, told a meeting on Wednesday night that displaying the sculpture in public parks in the area was no longer feasible because of the risk of vandalism and metal theft, making it "not insurable", according to a report in The Wharf?local newspaper.

Tower Hamlets councilor Shahed Ali told ITV News the cash raised would be used for "services for local people, services that will make as big difference to our local residents."

"We have youth population that is the largest in Europe and the money will help address those needs," he said.

Tower Hamlets was one of the six boroughs adjacent to the Olympic Park, which transformed a derelict former industrial wasteland in east London into the epicenter of the 2012 Summer Games.

Sharon Ament, director of the?Museum?of London?Docklands which is in the borough, proposed a plan to host the statue ? but her offer was rejected.

"We are hugely disappointed," she told ITV News. "Just because we?re going through really tough times financially, it doesn?t mean to say that the cultural, artistic and spiritual needs of the population shouldn?t be met."

Local member of parliament, Rushanara Ali, told the East London Advertiser: "The sculpture belongs to the people of the East End and should remain in public ownership and be available for everyone to enjoy as Henry Moore intended it.

"This is a betrayal of the East End?s working class heritage. The sale will only make a small contribution to the council?s budget."

In Sunday?s Observer newspaper, commentator and local resident Rowan Moore wrote: "'Draped Seated Woman' fulfills an ideal that nothing was too good for ordinary people, an ideal that modern local politicians are in danger of losing. To sell the sculpture as if it were a piece of real estate would ? betray Moore?s generosity. It would raise the question why anyone should ever want to offer anything to a local authority again."

Local journalist and blogger Ted Jeory told NBC News the decision to sell the statue in order to keep funding for current local projects was?a "vote-buying program" by Mayor Rahman, who is up for re-election in 18 months.?"This is not about government cuts, it?s about his love of power," he said.

US trade panel finds harm from China solar panels

(AP) ? A federal trade panel has found that imports of Chinese solar panels harm the U.S. solar industry.

Wednesday's unanimous vote by the U.S. International Trade Commission means steep tariffs imposed on China by the Obama administration in October will stand. It's the last step in a sweeping trade case that's gone on for more than a year.

A group of U.S. manufacturers complained that China's government is subsidizing companies that are flooding the U.S. market with low-cost products. The Commerce Department agreed, and imposed tariffs last month of up to nearly 250 percent on Chinese companies.

The case has aggravated already tense trade relations with China. It's also caused a rift in the U.S. between manufacturers and solar panel installers, who stand to gain from low-cost products.

Welcome to Texas. You may have heard there was a little election on that side of the pond this week. Who won? Who can remember? To see what the next one might hold, take a look at this visualisation of voting trends in Dallas-Fort Worth, Texas, by Kirk Goldsberry, an assistant professor of geography at Michigan State University in East Lansing. It's now on display at the KK Outlet gallery in London as part of its Mapping America exhibition.

The top half shows how people voted. Each red dot, unsurprisingly, is a Republican voter, while blue indicates Democrats. On the bottom half, each dot represents four people: blue is Asian, pink is black, green is Hispanic and orange is white.

Why did Goldsberry choose to work on Texas, rather than a swing state? "I'm particularly fond of Texas," he says. "I think a lot of people tend to stereotype Texas. I don't think people realise how blue the cities are, particularly cities like Austin and San Antonio. The work was partly to challenge people's perception of Texas. It's increasingly urban, it's increasingly Democratic, and therefore increasingly blue."

In 2004 there were 2.8 million Democratic votes, and in 2008 there were 3.5 million. While Latinos do tend to vote Democratic, they're becoming increasingly independent, while Republicans also court them for their fiscally and religiously conservative beliefs.

In fact, Goldsberry said, Texas could be following a similar trajectory that California did post-Reagan. Once a solid Republican lock, California is now almost solidly liberal.

KK Outlet print producer Marla Ulrich said the exhibition is meant to show how big and diverse the US is. Ulrich recalled how poorly Mitt Romney was received in London this year, and found it curious that Europeans didn't think he might win. The election, however, proved to be tight.

"Often Europeans really think of the US as New York and San Francisco," Ulrich said. "[The exhibition] was to show people how big the US is and how diverse it is. The main intention wasn't to go one side or another," Ulrich said.

Goldsberry did find it amusing that his Texas illustrations are being displayed in London in US election season.

"I think it just shows how influential US politics are, for better or for worse," he said. "People have a legitimate interest in the outcome."

(AP) ? A man long considered the prime suspect in the disappearance of a New York City boy more than three decades ago was released from a Pennsylvania prison on Wednesday and then was immediately arrested on a Megan's Law violation after providing an outdated address of where he would be staying, state police said.

Jose Antonio Ramos was taken into custody following his release from a northeastern Pennsylvania prison where he had spent more than 20 years for molesting children, according to state police and the New York Police Department. Sex offenders are required to provide their addresses, and the one Ramos gave was false, they said.

Pennsylvania State Police Lt. Richard Krawetz and chief NYPD spokesman Paul Browne said Ramos gave a Bronx address of a relative from more than 30 years ago and, while the address exists, the relative hasn't lived there for years.

"When he walked out of the main gate, he was taken into custody by troopers," Krawetz said.

NYPD special victims detectives looking into the matter said the cousin told them she would not let Ramos live with her because she and her family were frightened of him when he would visit the apartment 35 years ago.

Ramos had long been suspected in the disappearance of 6-year-old Etan Patz, who vanished May 25, 1979, after leaving his Manhattan home to go to a bus stop two blocks away. It was the first time Etan's parents had let him go off to school alone.

Ramos had been dating Etan's baby sitter. He later served the time in Pennsylvania for molesting two other boys.

Earlier this year, a new suspect named Pedro Hernandez was charged with Etan's murder after police said he confessed. Hernandez's attorney, Harvey Fishbein, has said Hernandez, of Maple Shade, N.J., is mentally ill, and authorities have not cited any additional evidence to implicate him beyond his own admission.

Etan's disappearance prompted a massive search that stretched as far as Israel and spawned the national movement to publicize the cases of missing children. His photo was among the first put on milk cartons, and his case turned May 25 into National Missing Children's Day.

His parents never moved or changed their phone number, in case he returned. In 2001, they obtained a court order declaring him dead. They have become outspoken advocates for child protection issues.

Ramos was declared responsible for Etan's death in a civil court in 2004, but the Manhattan district attorney's office has said there wasn't enough evidence to charge him criminally. Ramos has denied any involvement in Etan's disappearance.

Prosecutors are expected this month to announce whether they believe there's enough evidence to continue pursuing a case against Hernandez, who worked at a convenience store near Etan's home when the boy disappeared and told police he strangled the boy and stuffed his body in a trash bag.

Failure to provide accurate information when residing as a sex offender is a felony under Pennsylvania law, police said.

BALTIMORE (WJZ) ? In Maryland, several key ballot issues drew voters to the polls in high numbers. One of the most hotly contested was expanded gambling, which pulled out a victory early Wednesday morning. Jessica Kartalija has the latest on the battle over expanded gambling here in Maryland.

Fifty-two percent of voters are in favor of expanded gambling and 48% were against. Supporters say expanded gambling will keep more money in our state, create jobs and give money to education.

At National Harbor, those in support of Question 7 gathered to see the results of the election. That?s also where they want to see a new casino built.

As Marylanders went to the polls, politicians worked to sway those still up in the air on Question 7.

?For us, Question 7 is making sure we keep revenue in the state of Maryland,? said Prince George?s County Executive Rushern Baker.

With multi-million dollar ad campaigns on both sides, politicians hit polling places in the eleventh hour.

?I just think it?s critically important for Maryland to step up to keep Maryland money here in Maryland and not in West Virginia, to support our neighbors in Prince George?s County but really for all over the state,? said Howard County Executive Ken Ulman.

?They just say this one thing over and over again that there are going to be more money for schools and you?re going to believe it but I think most people know by now that?s not the case,? said Marta Mossburg, Public Policy Institute.

Question 7 allows for additional slot machines, add table games in addition to those slots and allows a sixth casino to be built at National Harbor in Prince George?s County.

That casino at National Harbor would be similar to what you?d see at Atlantic City or Las Vegas.

Articles of Health: The Cause and Cure for Rheumatioid Arthritis

Current medical science suggests that rheumatoid arthritis (RA) is an autoimmune disease, theorizing ?that white blood cells mistakenly attack healthy joints, tissues and organs causing chronic inflammation and degeneration of the joints and organs.? In contrast and in the reverse, my thirty years of hematological research suggests that any inflammation and/or degeneration of tissues, joints and/or organs is the result of tissue, joint and/or organ acidosis from the retention of dietary, metabolic, respiratory, and environmental acids that have not been properly eliminated or excreted through the four channels of elimination - urination, perspiration, defecation and/or respiration. ?My own research suggests that acid retention primarily from diet and metabolism breaks down tissues, joints and/or organs that causes the activation of the white blood cells as a jnaitorial cleansing mechanism rather than a mechanism that attacks and destroys invading microorganisms or miestanely attacking healthy or unhealthy joints, tissues and/or organs. (1,2)

The main purpose of white blood cells is to maintain cleanliness of the blood and tissues as the primary janitors of the body fluids in the support of the body's alkaline design. ?In the thirty plus years of looking at live unstained and unchanged blood I have never witnessed white blood cells attacking healthy tissues, joints or organs. (1,2)?

My pH Miracle "New Biology" theory suggests that all sickness and disease, including rheumatoid arthritis is caused by the over-acidification of the blood and then tissues due to an inverted way of living, eating and thinking. (2) ?I call this retention of acid in the tissues, "Latent Tissue Acidosis." ?Simply put, inflammation can only exist when acid is present and when acid is present this causes inflammation that leads to tissue and/or organ degeneration. ?There is no other cause of inflammation than the retention of dietary, metabolic, respiratory and/or environmental acids which have not been properly eliminted through the four channels of elimination. ?The body will only adsorb and then absorb dietary and/or metabolic acids when they cannot be properly eliminated. ?This is the way the body protects the delicate alkaline pH of the blood at 7.365. (1,2)

On the other hand, living an alkaline lifestyle and diet which I call the pH Miracle lifestyle and diet can lead to health, energy, vitality and fitness and the prevention of all sickness and disease, including the prevention or the reversal of rheumatoid arthritis. (1,2)

The immune system contains a complex organization of cells and antibodies (acid chelators) designed normally to "collect and eliminate" cellular debris NOT "seek and destroy" some phantom invader (virus, bacteria, yeast, mold) of the body, from the outside world. (1,2) ?Patients with rheumatoid arthritis create antibodies which are then released to target, bind and neutralize dietary, metabolic, respiratory and/or environmental acids preventing inflammation or acid buildup of the tissues, joints and/or organs. Because acid can affect multiple other organs of the body, rheumatoid arthritis is a systemic acidic retention condition I call "Systemic Latent Tissue Acidosis."

While rheumatoid arthritis is a chronic acidic symptomology, meaning it can last for years, patients may experience periods without symptoms. However, rheumatoid arthritis will become a progressive acidic illness as acids buildup in the connective and fatty tissues that has the potential to cause joint destruction and functional disability if the patient continues his/her acidic lifestyle and diet. (1,2)

A joint is where two bones meet to allow movement of body parts. Arthritis means joint inflammation caused by tissue acidosis. ?The joint inflammation or acids of rheumatoid arthritis causes swelling, pain, stiffness, and redness in the joints. The acid caused inflammation of rheumatoid disease can also occur in tissues around the joints, such as the tendons, ligaments, and muscles when dietary, metabolic, respiratory and/or environmental acids are retained and not properly eliminated due to congestion of the elimination organs, including the bowels, lungs, skin and/or urinary tract system.

In some people with rheumatoid arthritis, ?the retention of dietary, metabolic, respiratory and/or environmental acids leads to chronic inflammation and the destruction of the cartilage, bone, and ligaments, causing deformity of the joints. Acidic damage to the joints can occur early in the disease and can be progressive as acids buildup in the connective and fatty tissues. Moreover, studies have shown that the progressive acidic damage to the joints does not necessarily correlate with the degree of pain, stiffness, or swelling present in the joints. (16)

Rheumatoid arthritis is a common acidic rheumatic disease, affecting approximately 1.3 million people in the United States, according to current census data. The disease is a symptom of acid retention that is three times more common in women as in men. I would suggest that women tend to ingest higher levels of lactose/lactic acid or rheumatoid dis-ease causing acidic foods such as chocolate, ice cream, yogurt, milk, cheese, and sugar, in all of its forms, including honey, maple syrup, sucrose, maltose, fructose, and glucose. (1,2)

Men and women with rheumatoid arthritis have a high prevalence of preclinical atherosclerosis independent of traditional risk factors, suggesting that chronic acidic inflammation, and, possibly, dis-ease severity are atherogenic in this population (3).

Regarding this matter an editorial published at Circulation Journal in 1999 have discussed about the many similarities shared by rheumatoid and atherosclerosis (4).

Researchers have found that the atherosclerotic process begins very early in the course of rheumatoid arthritis with the study revealing a significant increase in intima-media thickness, an indicator of atherosclerosis, in just 18 months (5).

Other scientists have found a rapid increase in myocardial infarction risk following diagnosis of rheumatoid arthritis amongst patients diagnosed between 1995 and 2006. (6)

Having researched the blood of rheumatoid arthritis patients for over thirty years, I have found other studies investigating cardiovascular autonomic dysfunction in rheumatic diseases that validates my own conclusions. (1,2) Although there are few studies in this direction, I have noticed that the sympathetic nervous system activity may be elevated in rheumatic diseases compared with health patients (7, 8). According, my view the sympathetic predominance is the primary factor in the cascade of events leading to increased lactic acid retention from oxygen deprivation, dairy products and high sugar fruit leads to an acidic environment and latent tissue acidosis", generating atherogenesis (9, 10).

Also, I have discovered a study from the eighties showing high values of lactate/lactic acid in seropositive rheumatic disease and crystal-induced arthritis (the solidification of dietary and/or metabolic lactic acid), with the author suggesting that synovial lactate/lactic acid measurement could be a reliable indicator for differentiating inflammatory arthritides (11).

In parallel, the amount of lactate/lactic acid released by the myocardium has been shown to be related to the severity of coronary artery disease (12, 13).

Going deeper I found additional scientific research validating my own acid retention theory with the following information from a paper published in 1924 (14), entitled ?The alleged role of lactic acid in arthritis and rheumatoid conditions?, that says:

?In 1858 Richardson published the results of extensive experiments on dogs in which the injection of large quantities of lactic acid, intraperitoneally, was followed by severe joint involvement. The condition of the joints was similar to that seen in acute arthritis, and Richardson suggested that the arthritic syndrome was due to an accumulation of lactic acid in the body. This theory found further support in 1877, when Foster reported that the administration of lactic acid by mouth to two diabetic patients resulted in painful and swollen joints. The pain and swelling persisted as long as the lactic acid administration was continued and disappeared promptly after the lactic acid was discontinued. These early experiments were apparently never repeated or extended but they have exerted some influence in the formation of hypotheses regarding the disease?.

This paper from 1924 strengthens my conviction, placed in the article, ?"Old experiments with rabbits and dogs," provides powerful evidence of my acid retention theory causing All sickness and disease, including rheumatoid arthritis and atherosclerosis, where it was shown that lactic acid-fed rabbits and dogs may develop atherosclerotic lesions. (15)

Arthritis, Rheumatoid Arthritis and Alkalinity

A recently published study in the Journal of Clinical Endocrinology and Metabolism (Vol 94, No 1 96-102, 2009) has provided further evidence that the consumption of and supplementation with alkaline minerals is essential for good health. The objective of the study was to understand the effect of alkaline minerals (potassium bicarbonate, sodium bicarbonate and potassium chloride) on bone health ? specifically, the ability of these alkaline minerals to slow the bone resorption rate and calcium excretion.

Czech parliament votes to return confiscated church property

PRAGUE (Reuters) - The Czech parliament on Thursday approved an ambitious plan to return billions of dollars worth of church property that was confiscated by the communists in a vote that represented a victory for Prime Minister Petr Necas.

The law envisages handing churches land, property, and financial compensation worth about $7 billion over a period of 30 years. Under the plan, the churches would become independent from the state and gradually stop getting government financing.

The agreement should unlock about 6 percent of the country's forests and fields that once belonged to mostly Christian churches but which have been tied up pending a resolution of the restitution question.

That land, which was confiscated by the communists after 1948, could in future be developed, rented or sold.

The 200-seat lower house of parliament approved the necessary legislation with 102 MPs voting in favor, overturning a veto by the Senate, the upper house, which opposed the move.

After two decades of negotiations among politicians led by the Roman Catholic Church, the churches are delighted with the agreement, hoping it will restore their fortunes and reverse their declining role in Czech society.

The vote was a victory for Necas, whose unstable coalition quelled a backbench rebellion on Wednesday, rushing through tax hikes and changes to the pension system.

The deal was supported by Necas and his conservative allies, but is highly unpopular among the mostly atheist Czech populace and the centre-left opposition.

The financial compensation component comes to about only $100 million per year but has huge symbolic value at a time of tax hikes and austerity measures that the government has adopted to try to cut the budget deficit.

The law will now go to President Vaclav Klaus, who has voiced reservations about the bill. He can veto the law once more after the Senate's rejection, but the 102 votes Necas won in the lower house of parliament on Thursday would be enough to overturn any presidential veto too.

The law may lead to a one-off jump in this year's budget deficit of around 1.5 percentage points of GDP, to cover the compensation payments which are due to be spread out over 30 years.

Poll: Latino vote devastated GOP worse than thought

Mitt Romney lost Latinos by unprecedented margins -- even worse than the initial exit polls showed -- according to a study by Latino Decisions.

An election eve poll of 5,600 voters across all 50 states by the group, which has researched the Latino vote throughout the campaign, concluded Obama won by an eye-popping 75-23 margin. Their research concluded that CNN's exit poll estimate of 71 percent of Latinos breaking to Obama likely undercounted their support, although they agreed with the assessment that turnout equaled 10 percent of the electorate.

"For the first time in US history, the Latino vote can plausibly claim to be nationally decisive," Stanford University university professor Gary Segura, who conducted the study, told reporters.

According to Segura, the Latino vote provided Obama with 5.4 percent of his margin over Romney, well more than his overall lead in the popular vote. Had Romney managed even 35 percent of the Latino vote, he said, the results may have flipped nationally.

The effect was at least as dramatic in swing states, most notably in Colorado, which Obama won on Tuesday. There Latinos went for the president by an astounding 87-10 margin, an edge not far from the near-monolithic support he received from African American voters. In Ohio, with a smaller but still significant Latino population, Obama won by an 82-17 margin.

"This poll makes clear what we've known for a long time: the Latino Giant is wide awake, cranky, and its taking names," Eliseo Medina, Secretary-Treasurer of the SEIU, told reporters Wednesday on a conference call discussing the results.

Beyond the eye-popping margin of victory, the internal numbers helped explain why many of the Republican's efforts to deal with the problem fizzled in 2012. Romney tacked hard right on illegal immigration, recommending a policy of "self-deportation," but he hoped that by stressing his dedication to legal immigration he might mitigate the damage.

The reason that didn't work, according to the study, is that Latino citizens are too personally connected to undocumented residents to separate the issue. Some 60 percent of high propensity Latino voters say they know someone who is living in the country illegally.

"You're not talking about an abstract immigrant, you're talking about someone the respondent knows and cares for and may in fact be related to," Segura said.

For the GOP, his conclusion was simple: "The Republicans need to make this go away."

The starting point would be comprehensive immigration reform that includes a path to citizenship for undocumented residents, a move he says could at least chip away at Democrats' increasing strength with the community. But selling that to the conservative base is going to be a tough slog and could invite a damaging backlash all its own, leaving the future fraught with danger for the right.
