Japan passes key bill; stage set for election

TOKYO (CNN) ?

The Japanese parliament on Friday passed a vital bill that will steer the country away from a fiscal cliff, paving the way for Prime Minister Yoshihiko Noda to call general elections for next month.

Under pressure from the main opposition Liberal Democrat Party (LDP), Noda agreed earlier this week to dissolve parliament if the LDP gave its support to key legislation, including the bill passed by the upper house Friday that enables the government to keep financing itself.

If Noda follows through on his side of the deal later Friday and dissolves parliament, setting in motion the election process, the move may prove unpopular with some of those within his own party, the governing Democratic Party.

And it could cost him his job.

Approval ratings for Noda and his cabinet have sagged deeply in the polls, as Japan has failed to haul itself out of the economic morass in which it has stagnated for the past two decades. Many members of his party fear losing their seats in an election.

According to the Japanese constitution, elections must be held within 40 days of the dissolution of parliament.

Based on current forecasts in Japan, neither of the two main parties would secure enough votes in an election to form a majority government. The LDP is led by Shinzo Abe, a former prime minister who stepped down citing health reasons in 2007 after only a year in office.

Despite the bleak election prospects for his party, Noda was left with little choice this week other than to strike a deal with Abe. Failure to get the crucial financial bill through the LDP-controlled upper house would have left the government in danger of running out of cash.

The potential stalemate between the two main parties at the expected election raises the prospect of a period of deal-making with smaller parties in the legislature to form a coalition.

The big question is whether the resulting government will have the unity and vision to enact measures to get the country out of its economic woes. Data released this week showed the Japanese economy contracted at an annual rate of 3.5% in the latest quarter, suggesting it risks slipping back into recession.

NASA Innovator of Year hunts for extraterrestrial amino acids

ScienceDaily (Nov. 15, 2012) ? The hunt for the organic molecules that create proteins and enzymes critical for life here on Earth has largely happened in sophisticated terrestrial laboratories equipped with high-tech gadgetry needed to tease out their presence in space rocks and other extraterrestrial samples.

A technologist at NASA's Goddard Space Flight Center in Greenbelt, Md., now wants to take that search to the sources themselves.

Stephanie Getty, who recently was selected as Goddard's Innovator of the Year for her trailblazing work in the area of advanced instrumentation, has won $1.2 million from NASA's Astrobiology Science and Technology Instrument Development (ASTID) program to advance the Organics Analyzer for Sampling Icy Surfaces (OASIS). This miniaturized liquid chromatograph-mass spectrometer leverages technologies developed under previous Goddard-sponsored research and development efforts to study the chirality, or "handedness," of amino acids on the icy moons of the outer planets, asteroids, and Kuiper Belt Objects.

"It's like we're packing up a well-equipped Earth lab and flying it to an asteroid or another solar system body, where we can get access to a pristine supply of these organic molecules to study," Getty said, adding that by going to the source, scientists reduce the risk of contaminating samples with Earth-borne compounds. "With an instrument like OASIS, we could get that much closer to understanding how organic chemicals formed in the solar system, whether the potential for life exists elsewhere, and what may have seeded life here on Earth."

And OASIS would carry out this science with 100 times greater sensitivity than what was possible with previously flown liquid chromatograph-mass spectrometers, she added.

Why Amino Acids?

The hunt for amino acids in extraterrestrial sources began 50 years ago when scientists discovered a variety of non-terrestrial amino acids in meteorites, remnants of asteroids that had fallen to Earth. Their discovery revolutionized the field of astrobiology, reigniting the question of whether life, as we know it, existed elsewhere in the solar system and beyond.

Amino acids, in part, hold the key to ultimately answering that question. They are the building blocks of proteins -- the workhorse molecules of life, used in everything from creating hair and fingernails, to the enzymes that speed up or regulate chemical reactions inside cells. Just as the 26 letters of the alphabet are arranged in limitless combinations to make words, life uses 20 different amino acids in a huge variety of arrangements to build millions of different proteins.

Amino acids demonstrate another interesting characteristic. Although they come in two non-superimposable forms -- left-handed and right-handed -- only abiotic or non-biological organic compounds use both. The amino acids that give rise to life must have the same orientation or chirality, which means they use only one of the two available mirror images of the amino-acid structure.

Left-Handed Bias

Life on Earth got established with only the left-handed version, leading scientists to wonder whether this inclination arose because of random processes or whether meteorites may have seeded this propensity.

To find out, Getty's colleagues at the Goddard Astrobiology Analytical Laboratory have studied carbon-rich meteorites and tiny grains collected from the Wild 2 comet. They discovered an excess of the left-handed amino acids in some of the meteorite samples they studied, suggesting that left-handed amino acids got their start in space, where conditions in asteroids favored the creation of this particular orientation.

"Research shows that meteorites seeding the early Earth could have jump started left-handed-based protein in life as we know it today," said OASIS Co-Investigator Danny Glavin, a world-renowned expert in extraterrestrial organic chemistry at NASA Goddard. "They contributed these molecules that may have created an initial bias toward left-handedness."

The question is, does the bias exist on other solar system bodies, and if so, does it favor left- or right-handed amino acids? OASIS's ability to detect amino acids and determine their chirality -- the ratio of left- to right-handed molecules -- will be an important capability for ultimately answering that question, Glavin said.

OASIS's Unique Instrumentation

Scientists have used a technique called gas chromatography-mass spectrometry since the 1970s to study organic compounds. NASA first used the technique on the Viking Mission to Mars in 1976, but it failed to detect them due to problems with experiment design. It also is being used on the Goddard-developed Sample Analysis at Mars (SAM) instrument suite aboard the Curiosity rover. Like the Viking version, SAM uses heat to process crushed rock samples. As they heat, the samples break down, releasing gases that SAM's gas chromatograph and mass spectrometer then measure to identify organic compounds in the samples.

Although effective, heat can fragment organic carbon, resulting in the loss of molecular information. To preserve those details, SAM features a "one-pot" solvent-extraction experiment that is gentler on the samples. Though the experiment is capable of detecting amino acids, it won't measure chirality, Getty said. Her team specifically is designing OASIS to provide that critical measurement. Instead of heat, the instrument uses liquid to prepare the samples and then separate and detect complex organic compounds, including amino acids.

"We have found that liquid chromatography, coupled with mass spectrometry, is the most sensitive and selective method for measuring amino acids in the laboratory," Glavin said. "OASIS is our first step towards the development of a miniaturized spaceflight instrument."

Breadboard Design

Under the ASTID instrument-development award, Getty's team is building a breadboard system equipped with an advanced miniaturized mass spectrometer originally developed for the Volatile Analysis by Pyrolysis of Regolith (VAPoR) instrument, which Glavin conceived for determining whether the large concentrations of hydrogen on the lunar poles were actually water ice deposited by comet bombardments.

Among other technologies, it also will include a "lab-on-a-chip" liquid chromatograph, an instrument that -- like Glavin's VAPoR -- traces its heritage to previous Goddard Internal Research and Development (IRAD) program investments. "The real key is liquid chromatography," Getty said. "It will separate the sample according to chemical structure, giving us another dimension of data, another approach for teasing out details that would identify the compound."

Goal: Flight-Qualified Instrument

Ultimately, the team hopes to further miniaturize the breadboard to produce a low-mass, low-power, flight-qualified instrument weighing no more than 11 pounds. "These are lean times for planetary science," Getty said, "but it helped to have those four years of IRAD support to hone our message and mature the component-level technology. This instrument will be 100 times more sensitive, yet smaller and lighter weight than what we've flown so far."

Dating After 50: The Roles Have Reversed - KPLR 11

A bit too hip for me. No, I?m no cougar. At my age, I could never date a 20-something. For one thing, I?m still mothering two 20-somethings. My girls are doing quite well, mind you. They are in committed, serious relationships with commendable young men.

And their mom? She?s playing the field.

Here?s some advice for unattached boomers: Beware the 20-something in your own home.

When you are a 50-something parent who?s dating, with grown kids around, land mines abound. Those millennials are hip all right ? hip to your dating missteps. They?re miles ahead when it comes to the ins and outs of modern dating.

So far ahead, our roles seem to be reversed.

I was a single mother during most of my daughters? teenage years ? that delicate time when things can turn perilous in a heartbeat. Instinctively, I felt that I had to be tougher than most other moms ? the moms who had husbands around.

When my daughters were going out for the evening, I would pepper them with questions: ?Where are you going, exactly?? (Most of the time they had no plan. They simply wanted to hang out ? just like I did every weekend at their age.) ?Who is coming with you, exactly?? (Their girlfriends, of course. However, if they got lucky, some cute boys would show up. But they certainly weren?t going to admit that.)

There was so much to worry over and warn them about: drugs, unsafe sex, violence, drunk driving. I could only hope they?d trust their instincts with strangers and even friends ? especially with young men.

They knew I was vigilant.

?Don?t lie,? I would say. ?You?ll get busted.?

Some lessons were bittersweet, like: part of growing up is having your heart broken. It?s inevitable. You build a more loving heart that way.

I once described raising teenagers to a friend as: ?Careening down a hill, at 60 miles an hour, in a car with no brakes. Blindfolded. You do the best you can to steer the thing and pray you don?t crash into anything.?

To this day, my kids complain about the curfew I imposed: 9:30 p.m. starting in 8th grade and 11:30 p.m. in 10th grade. ?Nobody except us had a curfew,? my eldest, Nora, told me recently. Her look said it all: ?Mom, you?re a freak.?

A freak who fretted when they stayed out til 4 a.m. without calling. (Thankfully, this was rare.) Who warned them to look out for being followed, kidnapped, or worse. ?You?re so paranoid! It?s because you work in news,? they would say. Yet, they listened.

Somewhere between fending off teenage angst and hitting my latest midlife crisis, my world got turned on its head. Now, I?m the one asking for advice and my kids are the ones doing the worrying.

Online dating? They?re seasoned veterans who were online dating long before I started.

?Be careful to meet new people in a public place,? Nora told me. Both Nora and Sara, my youngest, offered valuable feedback on my profile and photos.

Getting dressed for a date? ?Not too dressy,? Nora warned. ?You don?t want to look like you?re trying too hard.?

My daughters had urged me to get into online dating. ?You?re a hot mom, go for it,? Sara said. After all, they?d managed to meet a few nice boys online. ?We tried to set a good example for you,? she added, with an air of deep wisdom.

Sometimes, the girls will call me in the evenings when I?m out. They worry when they haven?t heard from me for a while. ?Are you out on a date?? was the message from Nora. ?Call and tell me how it went!?

Oh, and horrifyingly enough, my daughters aren?t beneath trying to figure out my sex life. (I so did not want to know about my parents? sex lives. But that was in the prehistoric era, apparently.) The girls can?t bring themselves to ask me directly, so they work on deciphering clues together. How many dates has she had with that guy? Did they go away together? Has she met his kids?

Most of the time, I enjoy discussing my dating escapades with my daughters. But clearly, I can?t tell them everything.

I live in mortal fear of the question: ?Mom, are you having safe sex??

Deciding when to introduce a new man, even to 20-something children, isn?t easy. But there?s a difference between bringing every Tom, Dick and Harry home, and letting them know Mom?s friend is more than just a friend.

There is a way to do this right. Go slowly. Don?t introduce the other person until the idea of your seeing someone becomes familiar to them. In other words ? don?t overwhelm them with it, but don?t hide it, either.

If you are on good terms with your 20-somethings, talking about dating can be a fun, shared experience.

One word of warning: if you?re thinking about ?sexting? your latest hot date ? don?t. Especially if you have a tendency to leave your phone around with 20-somethings at home.

You?ll get busted.

A better year for the golf course

By JULIANA A. TORRES

LARGO ? The Largo Golf Course won?t need the $75,000 subsidy it usually receives to help balance its books.

Revenues reported for the fiscal year 2012 are up, and expenditures have decreased. The golf course, which has been criticized as a drain on the city of Largo budget, expects its financial situation to only improve.

?I?m a pretty optimistic person, (but) if you had told me that we would be in this position within one year, even I was surprised,? Recreation Parks and Arts Director Joan Byrne told the Largo commission Nov. 11. ?I want to publicly acknowledge the hard work that was done by the staff at the golf course.?

Budget manager Amy Davis said that the golf course beat its projected revenue ?by about $88,000 for green fees, carts and rental reservations,? in the past year. It won?t need the $75,000 subsidy budgeted from the general fund, she said.

?We had about $72,000 less expenditures than budgeted and $14,000 less than fiscal year 2011. Essentially that created an operating gain for us of $23,000,? she said.

Golf course Manager Chip Potts said his staff implemented a number of new strategies that helped create the positive balance.

First, a reorganization of staff allowed for greater flexibility and reduced cost of overtime. The course also reviewed and modified its maintenance contracts, saving money.

Potts said staff reviewed and adjusted golf rates based on the season. The ?free? golf promotional coupons were eliminated, as they did not bring return customers.

They also refocused programs and activities ?which maybe had been nontraditional to golf courses,? increased promotional efforts and recruited permanent leagues, Potts said.

?We tried to take a look at it not so much as a golf course, but as a recreation site, as a destination. And I think that helped with the way the programming went to bring in new participants,? he said.

Potts said golf course staff intended to continue the positive momentum by trying out new ideas to stimulate revenue.

?We?re going to be increasing our fees slightly, which should help to bringing a jump in revenue, especially during the busy season coming up,? he said.

The golf course would bring on another golf professional to teach classes in the mid-week during the busy season, transferring to youth programming during the summer.

Keeping a youth interest was key to the future success, Potts said. The course would be increasing its marketing outreach to youth and women as well.

?We have a nice little niche in that we can attract women golfers because of the shorter distances. That?s something that we?re going to focus on,? Potts said.

Along with partnering with the chamber for ?Networking on the Nines? events in the off-season, the course was considering sponsorship opportunities.

Potts acknowledged that good weather played a part in the golf course?s success. He said he was working on building cash reserves to fall back on during bad weather.

Commissioner Curtis Holmes, who has been one of two commissioners in favor of leasing the golf course to a private entity, congratulated Potts for his success. But he did question the updated numbers in the golf course?s five-year plan.

?You?re projecting five-fold increase in net revenues next year?? he asked.

Potts confirmed that the golf course had projected about $121,000 in net revenues next year, up from the $23,000 he was reporting for the 2012 year. He pointed out that raising the rates by just a $1 during the busy winter season, when the golf course averages 20,000 rounds, would raise $20,000.

?That works for me,? Holmes said.

Commissioner Harriet Crozier also commended the golf course staff.

?In the golf course business, it goes up and down, and you just need to hang in there and not be so eager to get rid of it,? she said.

Maintenance contract stalled

Largo commissioners were divided on the approval of an expanded landscaping contract that will save the city $6,100 annually and replace a staff vacancy in the Parks Division. A decision on the issues was delayed due to a tied vote; Mayor Pat Gerard was absent.

Buccaneer Landscape Management has had a two-year contract with the city since June. The contract covers the work of three Parks Division staff vacancies and saves the city $62,700 annually.

Shortly after the commission approved the contract, however, another grounds maintenance worker position came open. To cover the vacancy, Buccaneer has been maintaining the properties of Ulmer Park, Largo Municipal Complex and the Largo Community Center. However, changes to the contract have to be approved by the commission.

The city union, Communications Workers of America, does not support the expanded contract, preferring the city to increase its grounds workers from the current crew of three to four.

Crozier and Commissioners Michael Smith and Gigi Arntzen voted against approval of the contract. Newly elected Commissioner Jamie Robinson replaced Arntzen, who has since retired. The contract will be considered again on Nov. 20.

Largo donates lot to Habitat

The commission approved the donation of a city-owned, single-family lot at 2650 Eighth Ave. SW. to the Habitat for Humanity of Pinellas County Nov. 7.

The previous owner of the home received a housing rehabilitation loan several years ago from the city, but died without a will. Her family requested the city take ownership of the property through foreclosure on the technicality that there was no longer a qualified owner-occupant living there, according to city staff.

The city took ownership in June and discovered a severe mold problem. Staff demolished the building and proposed the donation of the remaining lot to Habitat for Humanity.

Ron Spoor, chief operations officer for the county Habitat for Humanity, said the organization has built more than 15 homes in Largo and was ?sincerely appreciative to the city.?

The city was owed about $70,000 on the existing loan and spent $4,000 demolishing the home.

Hands on: Android 4.2 update brings Daydream, lock-screen widgets

1 day

Google's Nexus 4?phone?and Nexus?10 tablet already had the latest version of Android, 4.2 ??still called Jelly Bean ? but some features, notably lockscreen widgets and the new "Daydream" mode, only went live after an update this week. Here are our impressions.

The new?lockscreen allows you to add widgets now that show your latest texts, emails or other information. You can swipe between them and tap to jump into the app itself, though the camera will launch on its own after a second, which is either convenient or irritating depending on your preferences.

New and interesting lockscreen?widgets?will make this an useful?tool over the next few months. The included?Sound Search worked quickly and accurately?for the songs I played, giving me an option to buy them immediately. But app-specific widgets for Twitter, Facebook, and other apps will be the real value here for most people.

If your phone has a password or PIN, the widget information is still visible, but to respond or enter the phone requires the password to be entered. For some reason, however, widgets can be removed from the lock screen without logging in.

Daydream mode lets your phone do something while it's idling on the dock or charger. If you have lots of photos on your phone, you can have it display those like an interactive picture frame, or if you're settling down for the night, you can?turn it into a nice dark bedside clock. More options will surely be available soon via the Play Store.

The Daydream?feature may be more popular with people who charge their devices on docks, letting their?phone or?tablet sit exposed with nothing but a blank screen. A little news ticker or some other smart screensaver would be a good reminder that it's there, on, and ready to be used.

Android 4.2 also now?allows for multiple user accounts on your device, just like on your computer. That way, your app drawer won't be clogged with your kid's games and drawing apps, and you can let your roommate borrow your tablet on a guest account without worrying that they'll accidentally delete your emails.

For more on the Android 4.2 features that came out at launch, check our previous story.

And to see other Jelly Bean features in action, and hear our thoughts on the Nexus 4 phone itself, watch our video review below:

Ary?s advice to Latin Trends readers? ?Look before you eat.? She stresses not only a proper diet and exercise, but also a healthy attitude toward life in general. ?Your word is your business card,? she advises. Adding, ?dime con qui?n t? andas y te dir? qui?n eres.? And we?ve definitely heard that one from Mam?, right?

Creator of the Gotham Global Fitness program, a culturally diverse approach to fitness, Ary gives you a north meets south meets east and west mind-body-spirit work out. But don?t get it twisted; this modern ninja is no yoga push over. A three-black belt and seven-martial art expert, this chica can take you down with her littlest dedito!
Check out Ary, Daisy Fuentes, and other caliente athletes in TR3s Empuje series this and every Sunday, November 18 at 11 a.m.
