Report: Iran plans Hormuz Strait naval maneuvers

TEHRAN, Iran (AP) ? A report on the official Iranian news agency says Iran is planning naval maneuvers in international waters near strategic Strait of Hormuz, where one-fifth of world oil supply passes.

The IRNA new agency quotes Iran's navy chief, Adm. Habibollah Sayyari, as saying the maneuvers will begin Friday from Strait of Hormuz to the northern part of Indian Ocean in an area of about 1 million square kilometers (400,000 square miles).

Iran threatened to close the strait over Western sanctions aimed at its suspect nuclear program but has not repeated the threat lately.

Adm. Sayyari said Tuesday Iran will fire missiles and deploy vessels and submarines during the six-day war games.

Iran holds military exercises to test and upgrade its military equipment as well as to boost its regional military standing.

MANILA - BDO Unibank Inc has dropped its non-life insurance business with Generali Philippines.

In a statement, BDO said it would give up its three-year joint venture starting January 1, 2013, as the lender would focus instead on life insurance.

"After three years, our board is fully convinced that any further effort to operate our non-life business has become far less attractive due to an overly competitive market and to the significant increase in catastrophe reinsurance costs, a consequence of a series of natural events that recently occurred in Asia. The above reasons, all of which are not expected to improve in the near future, led the board to this unanimous decision." Generali president Vergel de Dios said.

The decision to ditch the non-life business comes on the heels of improved performance.

?New individual insurance sales, arising solely from regular premium products, were up 30 percent for the same period, while individual renewal premiums grew at a hefty rate of 59 percent. Group life and health premiums on the other hand were up 25 percent,? BDO said.

"A key driver to this growth is the company's sustained efforts to beef up its primary bancassurance distribution channel. Generali Philippines now employs a bancassurance sales force numbering over 500 who operate in more than 750 BDO branches nationwide,? the bank said.

According to the lender, the sales performance represented a three-fold increase from a year ago and ?the result of the company's investment in sales training and supervision, improved field management systems, and concentration on its broad-based target markets.?

"Our efforts in developing a professional bancassurance sales force by building strong fundamentals have started to bear fruit," De Dios said.

"This move has brought us closer to our ultimate objective of helping bank clients buy the right insurance products for their expressed needs. In the process, we enable our financial advisers to achieve their own financial aspirations via a rewarding sales career in Generali," he said.

Tigers have delivered a bit of holiday cheer: populations are on the upswing, it turns out, in some protected areas in India and Thailand. In a field often dominated by news of felled forests and population declines, wildlife conservationists have taken heart from this development, while noting that tigers have a long, long way to go if they are to claw their way off the endangered species list.

?If the conditions are right, tiger populations can recover, though there?s still plenty of challenges,? said Cristi?n Samper, the president and chief executive of the Wildlife Conservation Society. ?I think the encouraging news is that we now know it can work.?

At the start of the 20th century, tigers numbered around 100,000 and occupied forests from Turkey to Russia to Indonesia. Today around 3,200 wild tigers occupy just 6 percent of their historic range as a result of habitat destruction, retaliatory killings and poaching for the illegal wildlife trade. ?We?ve reached a point where tigers are so much in danger of being lost that we suddenly value them and realize how important it is to hold on to them,? said John Robinson, the Wildlife Conservation Society?s chief conservation officer.

The Wildlife Conservation Society first homed in on the tiger problem in the 1960s, starting with India. Thanks in part to a strong commitment from the Indian government, tigers in the Western Ghats region of Karnataka State have quadrupled in number over the past 30 years, with 250 to 300 of the large cats currently living in the area.

The organization monitors the tigers with camera traps, using unique stripe patterns to identify individual animals and monitoring the abundance of tiger prey as well. (Prior to the advent of camera traps, researchers estimated tiger numbers by counting their tracks). The government provides support for keeping poachers at bay and managing conflicts with humans.

?The underlying factor in the few successes we?ve seen is when the government takes a real interest,? said Alan Rabinowitz, chief executive of the conservation organization Panthera, one of the Wildlife Conservation Society?s collaborative partners. ?An N.G.O. along can?t accomplish this alone ? the government really has to step up and put in its own law enforcement resources.?

With lessons from the Western Ghats in hand, the conservation organization began expanding its tiger program to include India?s Bhadra and Kudremukh tiger reserves, which have since seen around 50 percent increases in tiger populations. Conservationists also set up shop in Thailand?s Huai Kha Kaeng wildlife sanctuary, where tiger poaching had reached epidemic proportions as a result of black market demand for the animals? bones, reproductive organs, pelts and meat.

The Thai government bolstered enforcement and anti-poaching patrols as the scientists outfitted the area with camera traps. Last February, those traps proved useful not just for monitoring tiger populations but also for providing evidence in court that tiger poachers took their illegal prey from the sanctuary. Today, around 50 tigers roam that forest.

But not all tigers can be saved. In Vietnam and Cambodia, for example, conservationists have largely written tigers off as a lost cause; tiger numbers in Myanmar and Laos are steadily decreasing.

Rather than trying to protect every remaining individual tiger from the varied problems that threaten to wipe out the species, the Wildlife Conservation Society decided to focus on so-called ?source sites,? or areas where at least 25 breeding females live. So far, the organization has identified 42 such sites in India, Laos, Myanmar, Thailand, Russia and northern China, and it is working in 24 of them. ?These are areas where we have a realistic chance of protecting tigers,? Dr. Robinson said. ?This enables us to focus our attention.?

To undertake protective measures in all 42 sites would require an investment of around $95 million annually. Half of that money is in place as a result of governmental support and fund-raising by nongovernmental organizations, but funds are lacking for further expansion. ?Basically, we need to ramp up our financial support for law enforcement, tiger monitoring and addressing wildlife trade issues within countries,? Dr. Robinson said. ?If we could put those pieces in place, we could turn things around for tigers.?

For now, however, conservationists are celebrating the small victories.

?Things are not good in the tiger world, but they?re better than they were,? Dr. Rabinowitz said. ?Some tigers are going to blink out, but there?s still a lot of hope for saving them in some really wild areas.?

An earlier version of this post misstated the number of tigers thought to dwell in the Western Ghats region of Karnataka State in India. It is 250 to 300, not 600. The post also misidentified the sites where the Wildlife Conservation Society more recently began introducing its tiger program. They are the Bhadra and Kudremukh tiger reserves, not the Nagarahole and Bandipur national parks, where the conservation program started earlier.

Japan's incoming PM keeps up pressure on BOJ to attack deflation

TOKYO (Reuters) - Incoming Japanese Prime Minister Shinzo Abe kept up his calls on Tuesday for the Bank of Japan to drastically ease monetary policy by setting an inflation target of 2 percent, and repeated that he wants to tame the strong yen to help revive the economy.

Abe, a security hardliner who will be sworn in as premier on Wednesday, when he is also expected to appoint his cabinet, is prescribing a mix of aggressive monetary policy easing and big fiscal spending to beat deflation and rein in the strong yen.

"The economy, diplomacy, education and rebuilding in the northeast (hit by the 2011 tsunami, quake and nuclear disaster) are in a critical situation. I want to create a cabinet which can overcome this crisis," Abe told a news conference.

"We have advocated beating deflation, correcting the strong yen and achieving economic growth during the election, so we must restore a strong economy," he said, adding that the stagnant economy was also undermining Japan's diplomatic clout.

Abe - who quit abruptly as prime minister in 2007 after a troubled year in office - repeated that his new government hopes to sign an accord with the BOJ to aim for 2 percent inflation, double the central bank's current target.

"Once I become prime minister, I will leave it up to the BOJ to decide on specific measures on monetary policy," Abe told a meeting with officials from major business lobby, Keidanren.

"I hope the BOJ pursues unconventional measures, including bold monetary easing," he added, maintaining pressure on the central bank to expand monetary stimulus more forcefully in order to tackle the deflation that has dogged Japan for more than a decade.

Abe's opposition Liberal Democratic Party (LDP) won by a landslide in this month's lower house election just three years after suffering a crushing defeat.

The party has threatened to revise a law guaranteeing the BOJ's independence unless the central bank sets a 2 percent inflation target. The BOJ, which eased monetary policy in December, has promised to debate setting a new price target at its next policy-setting meeting on January 21-22.

A source close to Abe said that revising the BOJ law was unlikely to be necessary since the central bank would probably give in to Abe's pressure to adopt the 2 percent target.

"I don't think it will go so far as revising the BOJ law," the source said. "The BOJ has compromised quite a bit ... and I think it will adopt a 2 percent inflation target. In that case, it will not be necessary to revise the BOJ law."

SPENDING PLANS

Abe and his coalition partner, the head of the small New Komeito party, agreed on Tuesday to set the inflation target and compile a big stimulus budget, New Komeito leader Natsuo Yamaguchi told reporters after the two met.

Abe is expected to draft an extra budget by mid-January with markets looking for 10 trillion yen ($117.93 billion) in new spending, part of which would need to be covered by additional borrowing.

Critics have suggested that the LDP, which ruled Japan almost non-stop for more than 50 years until it suffered a huge election defeat in 2009, was returning to the wasteful spending that characterized much of its past reign.

The source close to Abe said, however, that public works spending in that budget was unlikely to exceed 5 trillion yen.

"The extra budget will be presented to parliament towards the end of January. We cannot find 10 trillion yen worth of public works projects by then," the source told Reuters, adding that the 10 trillion yen total figure was not set in stone.

"The scale will be 10 trillion yen but it will not be limited to public works spending. The most we could manage on public works would be 5 trillion." The remainder could include such steps as tax breaks for purchases of fuel-efficient cars, and government funding for basic pension payouts, he added.

Also on Tuesday, Abe unveiled a new party line-up that includes women in key posts in an effort to show that the long-dominant party was turning over a new leaf.

Seiko Noda, 52, a former consumer affairs minister who went public with her struggle to have a child and gave birth at the age of 50 through artificial insemination, was appointed head of the party's general council. Sanae Takaichi, 51, who served as minister for gender equality in Abe's first 2006-2007 cabinet, was appointed LDP policy chief.

The cabinet looks set to include a heavy dose of Abe's close allies who share his views on the economy and his tough security stance.

As Abe put finishing touches to his cabinet, the defeated Democratic Party of Japan elected former Trade Minister Banri Kaeda as its leader to replace outgoing Prime Minister Yoshihiko Noda, who quit to take responsibility for the election debacle.
