Queen celebrates 60 years on throne (AP)

LONDON ? Queen Elizabeth II marked her Diamond Jubilee on Monday with a message thanking all those who had supported her over her 60-year reign and reaffirming her dedication to serving the British people.

The 85-year-old monarch ascended the throne when her father, George VI, died on Feb. 6, 1952. She is the longest-serving monarch after Queen Victoria, who reigned for more than 63 years.

Before a year's worth of festivities to celebrate her milestone, the queen said she and her husband have been "deeply moved" to receive so many kind messages about her Diamond Jubilee.

"I am writing to thank you for the wonderful support and encouragement that you have given to me and Prince Phillip over these years," she wrote in a message to the nation. "In this special year, as I dedicate myself anew to your service, I hope that we will all be reminded of the power of togetherness and the convening strength of family, friendship and good neighborliness, examples of which I have been fortunate to see throughout my reign."

The queen's Diamond Jubilee will be feted with a series of regional, national and international events throughout 2012.

Over the course of 2012, members of the royal family ? including Prince William and his wife, the Duchess of Cambridge ? will fan out across the globe and travel to Commonwealth countries including Canada, Jamaica and Belize in honor of the queen's Diamond Jubilee.

The queen and Philip, also known as the Duke of Edinburgh, will stay closer to home, touring the U.K. from March to July.

The 2012 Diamond Jubilee weekend will be held from June 2-5, with the main highlight likely to be a huge pageant on the Thames river featuring a 1,000-strong flotilla.

Elizabeth expressed hope that the coming year will be a time to give thanks "for the great advances" since she took the throne and "look forward to the future with a clear head and warm heart."

Later Monday, the queen is slated to tour a nursery school and meet pupils there before watching a play about her 60 years as sovereign.

Here in Clark County, home to two-thirds of the state?s population, officials counted ballots, by hand, until 4 a.m. before calling it a night. Counting resumed again at 9 a.m. By 11 a.m. local time Sunday, only half of the county?s ballots had been counted.

?About midway through the night I said, ?This is ludicrous,?? state GOP Chairman Amy Tarkanian said Sunday morning. ?So I sent my state party people down there, including my husband, and said, ?Go help them count, this is crazy.??

Tarkanian, whose husband is Danny Tarkanian, who ran unsuccessfully for the GOP Senate nomination in 2010 and who is seeking the nomination in a new congressional seat, said state and county officials are seeking to avoid a situation like what happened in Iowa, where two weeks after voting ended the state party announced that it was Rick Santorum, not Mitt Romney, who won the state.

With second place still undecided between Newt Gingrich and Ron Paul ? a consequential matter since delegates are awarded proportionally here ? Tarkanian said she wants to avoid looking bad, as did her Iowa counterparts when they finally announced new results long after their contest ended.

But it may already be too late for that ? unlike Iowa, Nevada hasn?t even reported nearly complete results yet.

Chuck Muth, a former Nevada GOP executive director, wrote on his blog that the night was the ?Nevada GOP?s national embarrassment.?

?You can say this about Nevada Republicans: they are consistent,? Muth wrote. ?They never blow an opportunity to blow an opportunity. And hoo-ahhh ? did they ever blow this one!?

Clark County GOP Chairman Dave Gibbs did not return messages left on his cell phone Sunday morning.

By all accounts, the night was a foreseeable disaster, months in the making.

The county party leaders rebuffed the state party?s wishes for a streamlined method of delivering results and state officials here don?t have sufficient clout to order the local officials around.

Then state officials planned to release results via Twitter ? eschewing the traditional means of distributing them through The Associated Press for a method they had not yet tested. Cooler heads ultimately prevailed and the AP was given access to initial numbers, but the @nvgop Twitter feed through which results were streamed developed a relatively scant following ? just over 2,000 followers as of Sunday morning.

It didn?t help matters that, due to redistricting, the county clerks in Clark and Washoe counties ? the population hubs where Las Vegas and Reno are located ? renumbered all of the local precincts last month. So voters in the state?s two largest cities were confused about where to caucus.

The new precinct numbers led to significant reporting problems, said Tarkanian and James Slack, the incoming state party chairman who will take over for Tarkanian whenever the caucus process is completed.

When Washoe County, the state?s second largest, submitted its results to the state party ? via an emailed Microsoft Excel spreadsheet ? its columns didn?t properly line up with the template the state party submitted to the counties, Tarkanian said.

(AP) ? Elite and Eli. One and the same.

And now there are two Super Bowl championships and two MVPs to prove it.

Eli Manning is the big man in the NFL after one-upping Tom Brady and leading the New York Giants to a 21-17 victory over the New England Patriots in Sunday's Super Bowl ? in older brother Peyton's house, at that.

"This isn't about one person," Manning insisted. "This is about a team coming together."

A team led by a quarterback who months ago claimed ? to snickers throughout the league ? that he belonged in the same stratosphere as Brady, and then proved it.

Just as Manning did four years ago when the Giants ruined New England's perfect season, he guided them 88 yards to the decisive touchdown, which the Patriots didn't contest as Ahmad Bradshaw ran 6 yards with 57 seconds left.

"Certainly Eli has had a great season. He made some great throws in the fourth quarter, and they deserved to win," Brady said.

They got some help from Patriots coach Bill Belichick, whose late-game risk didn't turn out as he planned. Belichick reasoned the Giants would run the clock down and kick a short field goal, so he gambled by allowing the six points.

The ploy failed.

"Ball was inside the 10-yard line, a 90 percent field goal conversion," he said. "Sure, could have done a better job in a lot of things."

Manning did everything asked of him in the final minutes, a habit for the eight-year veteran. He's beaten the Patriots in two thrilling Super Bowls. The Giants (13-7), who stood 7-7 in mid-December, now own the football world, and Manning owns two Super Bowl MVP awards, the same number as Brady.

It was a classic I-can-top-that showdown with the outcome in doubt until the last desperation pass fell to the turf as the last second ticked off the clock. Manning started the game with nine straight completions, a Super Bowl record; Brady hit 16 straight over the second and third quarters, breaking Joe Montana's Super bowl record of 13.

Manning finished 30 for 40 for 296 yards and one touchdown, while Brady was 27 for 41 for 276 yards with two TDs and one interception.

"It's been a wild game, a wild season," Manning said.

Manning led six comeback victories during the season and set an NFL record with 15 fourth-quarter touchdown passes. He showed that brilliance in the clutch on the winning drive, completing five passes, starting with a sensational 38-yard sideline catch by Mario Manningham.

On second down at the Patriots 6 and with only one timeout remaining, Belichick had his defense stand up as Bradshaw took the handoff. Bradshaw thought about stopping short of the end zone, then tumbled in untouched.

"I was yelling to him, 'Don't score, don't score,'" Manning said. "He tried to stop, but he fell into the end zone."

Brady couldn't answer in the final 57 seconds, although his heave into the end zone on the final play fell just beyond the grasp of lunging All-Pro tight end Rob Gronkowski. New England (15-4), winner of 10 straight since a loss to the Giants in November, was done.

Brady headed off with his head bowed, holding his helmet, still one short of the record four Super Bowl victories by Terry Bradshaw for the Pittsburgh Steelers and Montana for the San Francisco 49ers.

"Certainly it wasn't one play that was the reason we lost," Brady said. "Everybody feels they could do a little more. I'd rather come to this game and lose than not get here."

All around him was the wild celebration by the Giants, NFL champions for the eighth ? and perhaps most unlikely ? time.

"Great toughness, great faith and great plays by a number of guys today," Manning said, deflecting some of the attention. Still, he beat Brady. And he went one better than Peyton, the Indianapolis Colts quarterback who has one ring of his own but didn't play this season as he recovered from neck surgery.

"It just feels good to win a Super Bowl. It doesn't matter where you are," Manning said.

It was the fifth trip to a Super Bowl for Brady and Belichick, tying the record. And it looked like a successful one when they stormed back from a 9-0 deficit and led 17-9 in the third quarter. But the Giants, who reached New England territory on every possession except a kneeldown at the end of the first half, got field goals of 38 and 33 yards from Tynes. And it looked like Tynes, who kicked them into the Super Bowl four years ago at Green Bay and again this year at San Francisco, both in overtime, would get called on again.

Then Belichick, known to try just about anything in a game, took a risk that didn't pay off.

The Giants are the first Super Bowl winner that was outscored during the regular season. They were 6-2 after that 24-20 victory at New England, then lost four straight and five of six.

Coach Tom Coughlin insisted "the prize" was still within reach. Now the Giants are holding tight to that Vince Lombardi Trophy.

"What I was concerned with was these guys making their own history," Coughlin said. "This is such a wonderful thing, these guys carving their own history."

Coughlin got his own piece of the record book as the oldest coach, at 65, to win a Super Bowl.

It was the Giants' fourth Super Bowl championship, more than any franchise except Pittsburgh with six and San Francisco and Dallas with five, and they became the first team to finish the regular season 9-7 and win the title.

New England had the ball for all of one play in the first 11 1-2 minutes, and that play was an utter failure, a rare poor decision by Brady. After Steve Weatherford's punt was downed at the New England 6, Brady dropped to pass in the end zone and had time. With everyone covered and Giants defensive end Justin Tuck finally coming free to provide pressure, Brady heaved the ball downfield while still in the pocket.

Only problem: No Patriots receivers were anywhere near the pass. The Giants were awarded a safety for Brady's grounding in the end zone.

Manning, meanwhile, couldn't have been more on target early, hitting six receivers in the first period. He also was aided by Ahmad Bradshaw, who hardly looked like a running back with a bad foot. Bradshaw broke a 24-yard run, and New England made another critical mistake by having 12 men on the field on a third-and-3 on which the Giants fumbled.

Instead, New York got a first down at the 6, and two plays later Victor Cruz beat James Ihedigbo on a slant to make it 9-0, prompting Cruz to break into his signature salsa move.

Manning's first incompletion didn't come until 1:19 into the second quarter.

At that point, it was 9-3 after Stephen Gostkowski's 29-yard field goal. The Patriots got to the Giants' 11, but All-Pro DE Jason Pierre-Paul blocked a third-down pass.

Soon after, when the Patriots had a three-and-out and Pierre-Paul blocked another throw, Belichick and offensive coordinator Bill O'Brien had a quick discussion. Then O'Brien, soon to take over as Penn State coach, went over to the struggling Brady.

The talk must have helped. On the final series of the opening half, Brady was masterful. Starting at his 4, and ignoring the last time the Patriots began a series in the shadow of the end zone, he was vintage Brady.

With New York's vaunted pass rush disappearing, Brady went 10-for-10 for 98 yards, capping the drive that included two Patriots penalties with Woodhead's 4-yard TD reception with 8 seconds to go in the half. Hernandez and Woodhead each had four catches on the drive that, stunningly, put New England ahead despite being outplayed for so much of the first 30 minutes.

Brady kept firing ? and hitting ? in the third quarter, with five more completions. The Giants didn't come within shouting distance of the record-setting quarterback. He capped a 79-yard drive to open the second half with a 12-yard TD to Hernandez, but then the game turned. Again.

Consecutive field goals by Lawrence Tynes of 38 and 33 yards brought New York within 17-15. Brady then threw deep for his tight end after weaving away from two pass rushers. His throw was short, and Chase Blackburn picked it off early in the fourth quarter.

Although the Giants moved into New England territory again, as they did on every drive to that point, they bogged down and punted.

In the end, though, New York made the critical plays, just as it did in 2008. With Manning in the lead.

"Two hundred and twenty-eight countries just saw Eli," running back Brandon Jacobs said. "I don't have to say anything."

YMEP provides M&E services and support to USAID/Yemen and its implementing partners, with a central goal of assessing the effects of Mission programming on stability in Yemen.

DUTIES AND RESPONSIBILITIES:

?

A.? Strategic Communications Management:?

1.??Works closely with the Mission to maintain and update the Communication Strategy and for assuring its adherence to USAID policy and to the US Mission?s Strategic Communication Plan.?

2.??Facilitates information access and sharing among implementing partners (IP) and USAID/Yemen.? Provides advice to USAID staff on the selection, targeting, and placement of potential information consistent with the Strategy.?

3.??Responsible for proposing, articulating and implementing USAID/Yemen outreach and communication policies and procedures. This may include working with IPs and USG staff to clarify roles and responsibilities and provide templates for various communications tools, standards for creating and finalizing materials, and guidelines for planning and managing events.

?

B.? Media Affairs:

1.??Works closely with the US Embassy?s Public Diplomacy Office (PD), the USAID mission and its IPs to manage a coordinated media relation effort.?

2.??Reviews the daily press to keep abreast of coverage that relates to development in Yemen and USAID activities.?

3.??Advises and works with PD to expand opportunities for coverage of USAID assistance, including all media formats. Works with YMEP communications subcontractor and helps USAID?s Technical Office and IPs to define prospective activities for coverage, participates in field inspections and final selection, and accompanies TV/radio crews to site locations.

4.??Plans, researches, drafts, and/or edits press releases and fact sheets on behalf of USAID/Yemen.? Coordinates these with the USAID, IPs and PD to produce and release timely, accurate, and useful written material for local media and other media.

C.? Public Events Management:

1.??Works with USAID to plan, schedule, publicize, and carry out activities to present USAID/Yemen programs to the public, including a range of communications tools and distribution to a variety of audiences, with particular field trips to specific events or activities, as well as outreach and media coverage for overall programming.

2.??Advises USAID and IPs on events and media activities and confirms cultural sensitive and coherence with the Communications Strategy.?

3.??Coordinates drafting of press releases for placement in the Yemen press and on the USAID website homepage. Oversees the arrangement of translation or interpretation services by YMEP to the Mission.?

D.? Production of Public Information and Publicity Material:?

1.??Oversees the production of high quality, targeted information and briefing materials, ensuring suitability to audience and message coherence.?

2.??Ensures that all materials produced by YMEP meet USAID branding guidance and advises USAID and IPs on USAID branding policy.

3.??Identifies communication products requiring Arabic translation and coordinates with YMEP subcontractor to ensure completeness and accuracy.? Makes recommendations for distribution of Arabic language materials and other communication products.

4.??Maintains an up-to-date file of information on where USAID programs are working in particular regions of Yemen, including tracking successful site visits and lessons learned for future visits and for reporting purposes.? Manages and updates country-specific background information, including economic, political and human development indicator summaries, sub-regional and sectoral information and maps to be relied upon for briefings and other purposes.

5.??Responsible for updating (and redesigning as necessary) USAID/Yemen?s website to ensure that its content will have optimal impact in providing information about USAID/Yemen and its programs for a wide range of audiences as well as the YMEP Project Website. Responsibilities include coordinating the selection of information displayed on the website, clearing content, and overseeing placement.

E.? Editorial Quality Control:?

Acts as editor of YMEP documents, reports, and correspondence. Responsible for ensuring that documents meet quality standards.

QUALIFICATIONS:

?

Minimum Requirements

A.?Education: A bachelor?s degree in journalism, communications, international relations or development, public administration, public relations, or a related field is required. A master?s degree in one of the above fields is preferred.

?

B.?Prior Work Experience: Seven years of progressively responsible experience in related fields is required, with at least three years of experience in public relations and/or journalism. Previous work experience with USG or another international development organization is highly desirable. Experience in stressful environments with high workflow, especially conflict and post-conflict environments, is highly desirable.

?

C.?Knowledge, Skills, and Abilities:

i) Superior writing and communication skills and a keen editorial eye for detail and quality of communication products.?

ii) Demonstrated skills and extensive hands-on experience in public and media relations are required.

iii) A broad understanding of issues related to international development in general and stabilization programming in particular is required.

v) Demonstrated organizational, workflow management and the ability to work in a diverse team environment is required.

vi) The qualified person must be a strategic thinker with operational planning experience, analytical ability, excellent communication skills, and the capacity to convert planning concepts into firm plans to meet a variety of contingencies.

vii) S/he must be comfortable working independently, managing several activities at once, and working under pressure to meet very short deadlines.

viii) S/he must have management ability to plan and execute media campaigns and programs.

D.?Language Proficiency: Native speaker of English; excellent written and oral communication skills are required. Basic Arabic language skills are a very strong asset.

E.?Computer skills: Excellent working use of MS Office, MS Outlook, and MS PowerPoint are required. Familiarity with various new media applications and online sharing tools is required.? Basic web design and maintenance is desirable.
