Police chief in "Stand Your Ground" killing steps down

SANFORD, Florida (Reuters) - A local police chief and a Florida state prosecutor overseeing the case of an unarmed black teenager shot dead by a neighborhood watch captain stepped aside on Thursday following withering criticism and national outrage that police have declined to arrest the shooter.

Sanford Police Chief Bill Lee's resignation - which he called "temporary" - failed to appease civil rights and community leaders who are calling for the arrest of watch captain George Zimmerman, 28, who shot 17-year-old Trayvon Martin and claimed self-defense.

Lee was under mounting pressure for days and suffered a "no confidence" vote from the city commission on Wednesday. The shakeup at the state level was more surprising as Gov. Rick Scott replaced Tallahassee's lead investigator and formed a task force to review Florida's controversial "Stand Your Ground" law.

Police have said this law, which allows people to use deadly force when they perceive danger in any public place, prevented them from arresting Zimmerman, a white Hispanic who has disappeared from public view.

Zimmerman's father has said his son has been unfairly vilified. He called him a friend of minorities whose true nature was being distorted by national calls for his arrest and allegations that he pursued Martin just because he was black.

Coupled with at least two prior cases that stoked black anger toward the police, the response to the Martin episode had grown so intense Lee said he had no option but to step aside as "my involvement in the matter is overshadowing the process."

Similarly, State Attorney Norman Wolfinger said he was stepping down "with the intent of toning down the rhetoric."

Criticism of the investigation came on top of a history of racial tension in Sanford, a town of about 50,000 just north of Orlando.

In 2011, a previous Sanford police chief was forced out of the job after a white police officer's son was captured on video sucker-punching a black homeless man outside a bar. Sanford police did not immediately arrest the officer's son, Justin Collison. But after video of the attack surfaced on local TV and the Internet and provoked an outcry from Sanford civil rights leaders, Collison was charged weeks later with aggravated battery and disorderly conduct. He eventually pleaded guilty to a misdemeanor charge. The incident came five years after two white private security guards with ties to the police department shot and killed a black teenager. The guards - one the son of a Sanford police officer and the other a department volunteer - said they opened fire in self-defense, claiming the teenager attempted to run them over. Evidence showed the teenager died from a gunshot in the back. The cases were eventually dismissed due to lack of evidence.

The Martin case generated mostly local interest in the days following the February 26 shooting but has steadily drawn the national spotlight, which has only grown in recent days since the state of Florida and U.S. Justice Department announced their own investigations and the city commission voted 3-2 in favor of a "no confidence" motion against Lee on Wednesday night.

A mostly black crowd that city officials estimated at 10,000 gathered in a Sanford park to protest against the handling of the Martin case and what black leaders have called a pattern of racial discrimination in Sanford and elsewhere in a country that nonetheless has elected a black president.

New York-based civil rights leader Al Sharpton, whose TV show on MSNBC raised the profile of the Sanford shooting, headlined a series of speakers calling for justice.

Cathey Law, 46, a human-resource manager in the crowd, said the shooting had resonated in her family.

"I have a young adult son. In our black community, we have to have that conversation about driving while black and walking while black," Law said. "I hope his (Martin's) murder is not in vain and things change."

Earlier, Sanford City Commissioner Patty Mahany said relations between the police and blacks were poor well before Lee took charge of the department 10 months ago.

Rather than any single scandal, she said the trouble amounted to "smaller, more insidious things, but that were still part of that whole culture that were present at that time in the police department."

"The African American community here in Sanford feels very strongly that they were treated differently. It seems to be the very same complaints you hear on a national level: the reasons for police stops, things that were said to them at police stops, the way arrests were handled and investigations were handled," she said.

Sanford City Manager Norton Bonaparte, who is black, told Reuters he understands the outrage over the killing and acknowledges the case "does conjure up a negative image of our city and it is disturbing."

"There is the race issue," he said. "That's indisputable."

Russian lawmaker: Assad must pull out troops first

MOSCOW (AP) ? Syrian President Bashar Assad must take the first step toward settling his country's yearlong conflict by pulling his forces out of cities and allowing humanitarian assistance, a senior Russian lawmaker said Thursday, in a statement that signaled a marked shift in Moscow's stance.

The comments by Mikhail Margelov, the Kremlin-connected chairman of the foreign affairs committee in the upper house of Russian parliament, indicated Moscow's increasing impatience with Assad and its eagerness to raise pressure on an old ally.

"Syrian President Bashar Assad must urgently fix numerous mistakes that he has made, according to Russia's official position," Margelov said, according to the ITAR-Tass and RIA Novosti news agencies.

Commenting on Wednesday's statement by the United Nations Security Council that spelled out U.N. mediator Kofi Annan's proposals, including guaranteed humanitarian access and the pullout of government forces from Syrian cities and towns, Margelov said that Assad should now act first.

"Assad must take the first step," Margelov was quoted as saying. "He must pull out the Syrian army from big cities. It's also necessary to deliver humanitarian assistance to the areas affected by fighting."

That is a departure from Russia's previous position that both the government and opposition forces need to simultaneously withdraw from cities.

The Syrian government has insisted that the opposition should be the first to end hostilities, while the West has demanded that Assad's military halts its offense first, followed by the opposition.

Russia, along with China, has twice shielded Assad from United Nations' sanctions over his crackdown on an uprising in which more than 8,000 people have been killed. But Moscow also has strongly supported a plan to settle the crisis by Annan, the former U.N. secretary-general who is the joint U.N. and Arab League envoy for Syria.

Russia's Deputy Foreign Minister Mikhail Bogdanov said Thursday that Annan will visit Moscow in the next "couple of days" to discuss the settlement.

Bogdanov said that Russia will also play host to a Syrian opposition delegation, including members of the National Coordination Committee, one of Syria's two main opposition groups, in Moscow in the next few days. He said that Russian Foreign Minister Sergey Lavrov will meet with them.

Speaking before Russian parliament last week, Lavrov criticized Assad for being too slow to implement long-needed reforms and warned that the conflict in the Arab state could spiral out of control.

He also complained in a weekend interview with state television about the "unproportionate" use of force by government troops and said Moscow disagrees with many of the decisions made by the Syrian leadership.

Meanwhile, U.N. humanitarian chief Valerie Amos said she was continuing to press for unhindered access for humanitarian organizations, including pro-opposition areas.

Technical staff from U.N. agencies and the Organization of Islamic Cooperation are part of a government-led humanitarian assessment mission of humanitarian needs that began on March 18.

Amos said in a statement that the U.N. and other humanitarian partners will do their own independent analysis of the assessment and finalize a preliminary response plan to help people in desperate need.

Italy coach Prandelli issues appeal to Balotelli

ROME (AP) -Italy coach Cesare Prandelli issued another appeal to Mario Balotelli for the wild-headed Manchester City striker to get his act together in time for the European Championship.

Prandelli left Balotelli out of his squad for last month's friendly loss to the United States for disciplinary reasons, but he's still hoping to include him in the final 23-man list for the June 8-July 1 tournament in Poland and Ukraine.

"In my head, Balotelli is a starter. But he still needs to show that he's got the personality and capacity to handle this pressure," Prandelli said Wednesday in a meeting with foreign media.

Upon replacing Marcello Lippi after Italy's disastrous first-round exit from the 2010 World Cup, Prandelli installed a strict code of ethics with the national team that prevents players who are facing bans in domestic leagues from wearing the Azzurri jersey.

"There's a line of behavior and a certain way to handle yourself, and we shouldn't have to keep track of players' behavior," Prandelli said.

The 21-year-old Balotelli, while widely considered Italy's most talented young player, has often displayed questionable judgment - both on and off the pitch.

Balotelli missed the United States match because he was being investigated by the English Football Association for appearing to stomp on Scott Parker's head during a win against Tottenham.

Earlier this season, Balotelli had to come up with an explanation for English authorities after a fire broke out in his house when fireworks were let off in his bathroom.

Prandelli indicated before the U.S. match that he was disappointed Balotelli didn't call him to explain what happened against Tottenham.

"The players that have been with me on the national team know the rules," the coach said.

Balotelli's participation at Euro 2012 is of utmost importance to Italy since starting strikers Antonio Cassano and Giuseppe Rossi are still out with health problems.

Cassano is recovering from minor heart surgery and Rossi is working his way back from knee surgery.

"Until May, my idea and thought is to get these two players back," Prandelli said. "We've got to give them more time."

Italy was drawn into a difficult group featuring world and defending European champion Spain, Croatia and Ireland.

Prandelli wants to schedule a series of brief training sessions in the coming weeks but has so far been turned down by the clubs. However, Italian Olympic Committee president Giovanni Petrucci recently took up Prandelli's cause.

"We're waiting, but without creating any drama or controversy," Prandelli said.

Meanwhile, the Italy manager came out in support of the use of TV replays.

"I've always reiterated that technology could be a deterrent for controversy and violence," Prandelli said. "I'm for technology and innovation. ... But football is always slow to change."

Financial Stakes for Chicagoland: Basic Steps in Estate Planning

Estate planning isn't just for the wealthy. It is to make sure your family is taken care of if something happens to you. The basic pieces of estate planning are a Will, a Living Will or Durable Power of Attorney, a Revocable Trust, Life insurance, and Long Term Care.

The Will

The most important part of your estate plan is your Will. It names your heirs -- the people you want to receive your money and possessions after you die. If you have children or dependents, a Will also names the person you want to take care of them. In most states, you need a lawyer to create a will, but it needn't be very expensive. If you die without a Will, the state will decide who will get your money and who will take care of your children.

The Living Will or Durable Power of Attorney

A Living Will or Durable Power of Attorney (POA) says what types of medical treatment you want-or don't want if you get sick and cannot talk to the doctor. This document also states that you give someone permission to make decisions about your money and property if you are not able to make them yourself.

Health Care Directive

This document is also frequently referred to as a Living Will. With this document, you name a person who will make decisions about your health care if you are personally unable to make those decisions. Be sure your doctor has a copy of your health care directive. Although you may have both documents, keep in mind that they may conflict since the (POA) allows another to make decisions while the Living Will already states what is to be done. Absent statutory or document direction, healthcare providers may experience a conflict as to what to do.

The Revocable Trust

In incorporating a Revocable Trust into your estate plan, don't forget to update all the account titling into the name of the trust. Not changing titles creates problems.

Moreover, never name a financial institution as successor executive/trustee after surviving spouse or instead of a surviving spouse.? In some cases, this is to the detriment of the spouse and other beneficiaries because large institutions usually follow their fiduciary responsibilities with a less personable approach that another trustee could provide.

Finally, just having a Will just about guarantees probate which can cost approximately 3% of your estate. A properly drafted and funded trust-based plan can avoid probate and protect your beneficiaries from predators and creditors. It can also incorporate sophisticated tax planning so that you can avoid or reduce estate tax liability.

Life Insurance

Do not name minor children outright as primary or contingent beneficiaries of life insurance or retirement plans. When children are named as primary or contingent beneficiaries a court must appoint a guardian who then must be bonded and file a laborious annual accounting with the local court.

Also, with regards to beneficiaries, it is important to remember to change the beneficiary in the event of a divorce or death. And never name a special needs child or a grandchild directly as beneficiary. Instead, use a trust for the benefit of the child. If you list a child as a direct beneficiary, you affect the child's eligibility for Social Security disability benefits.

Long-term Care Insurance (LTCi)

Long-term care can be a wise investment. If you become unable to perform routine daily functions such as dressing yourself then long-term care will pay the expense for someone to help you whether in your home or elsewhere. LTCi will also protect your assets, so that you have something left in your Will to direct to your heirs.

8 Ways Magnetic Levitation Could Shape the Future

Mercury has been 'dynamic world'

The planet Mercury was once an active and dynamic planet, according to new evidence from a Nasa spacecraft.

Data from the American Messenger probe shows that impact craters on the planet's surface were distorted by some geological process after they formed.

The findings, reported in Science magazine, challenge long-held views about the closest world to the Sun.

Another study looking at Mercury's gravity field shows that the planet has an unusual internal structure.

As well as being published in the journal Science, the research has also been presented here at the Lunar and Planetary Science Conference in The Woodlands, Texas.

"Many scientists believed that Mercury was much like the Moon - that it cooled off very early in Solar System history, and has been a dead planet throughout most of its evolution," said Maria Zuber, from the Massachusetts Institute of Technology (MIT).

"Now, we're finding compelling evidence for unusual dynamics within the planet, indicating that Mercury was apparently active for a long time."

Dr Zuber and her colleagues used laser measurements from Messenger to map out a large number of impact craters, and found that many had tilted over time.

This suggests that geological processes within the planet have re-shaped Mercury's terrain after the craters were created.

Observations of Caloris Basin, the planet's largest impact feature, show that portions of the crater floor stand higher than its rim, suggesting that forces within Mercury's interior pushed the surface up after the initial collision event.

The researchers also identified an area of lowlands near Mercury's north pole that could have migrated there over the course of the planet's evolution. A process called polar wander can cause geological features to shift around on a planet's surface.

In theory, the process of convection going on within the mantle could drive such changes. But Dr Zuber said this would be unusual in Mercury's case, because the mantle is so thin.

Another potential explanation could be that features on the surface were distorted as the planet's interior cooled and contracted. This fits in with observations that some surface features on Mercury have been exposed to high levels of stress.

Scientists had long known that the planet possessed a large, iron-rich core and relatively thin outer shell.

Several theories had been put forward to explain this, including the idea that Mercury was struck early in its history by a large space rock, stripping away much of the original crust and mantle.

Messenger's measurements of the planet's gravity field have now confirmed an exceptionally large iron core which is partially liquid.

This core makes up about 85% of the planet's radius, with the outer shell occupying about 15% - about as thin as the peel on an orange. But this thin outer shell is also surprisingly dense.

In order to explain this, Dave Smith, from Nasa's Goddard Space Flight Center, and colleagues propose that the core is surrounded by a solid layer of iron sulphide - a type of structure not known to exist on any other planet.

The iron sulphide layer is in turn encased by a thin mantle and crust made from silicate rock.

"We had an idea of the internal structure of Mercury, [but] the initial observations did not fit the theory so we doubted [them]," said Dr Smith.

"We did more work and concluded the observations were correct, and then reworked the theory... it's a nice result."

Mercury Messenger is the first ever mission to orbit the first planet from the Sun. Messenger took up that position in March 2011, and has since circled the planet twice a day, collecting nearly 100,000 images and more than four million measurements of the surface.

Throughout its mission, the spacecraft has had to contend with tidal forces from the Sun, which have tugged the probe out of its preferred orbit, as well as "sunlight pressure" in which photons, or packets of light, from our star "press" on the spacecraft.

The team has periodically had to adjust the probe's orbit and apply corrections to its measurements to account for the Sun's effects.
